Commissioners of the three (B) counties. Such budget shall be adopted <br />a~ a p~rt of the Sudget of the three (B) counties. The Board shall adopt <br />a final budget in accordance with the appropriation made to it by the <br />three (B) counties and any other revenues available to the Program. The <br />Director, with the approval of the Board shall appoint an area fiscal <br />officer of the Program. The area fiscal officer before entering upon <br />his duties, shall give bond to the Program in an amount fixed by the <br />Board. The annual appropriations of the three (B) counties and any <br />other revenues available to the Program shall be paid over to the area <br />fiscal officer of the Program, and all funds received by the Program from <br />any source shall be deposited by the' area fiscal officer to its account, <br />shall be earmarked for the use, of'the Program, and shall be paid out <br />on warrants co-signed by the area fiscal officer and the treasurer of the <br />area board. In the absence of the area fiscal officer, warrants may be <br />issued by the a~mtnistrator or area director: The administrator and the <br />a~ea director shall give such bond as may. be' required by the area Board. <br />The authority shall have an annual audit of its financial transactions and <br />shall furnish each Of the three (3) counties with a copy of such audit. <br />All matters concerning budget, finance, and fiscal control not herein <br />specifically provided for shall be governed by the provisions and the <br />procedures of the Local Government and Budget Fisc&l Control Act. <br /> <br /> Section 8. Construction of Joint Resolution, This Joint resolution <br /> shall be deemed an agreement between Cabarrus County, Stanly County, and <br /> Union County for the establishment and operation of an area mental health <br /> program as provided for in Article 2C of Chapter 122 of the General Statutes <br /> of North Carolina. <br /> <br /> Section 9. Amendment. The terms and provisions hereof may be <br /> smended by terms of a resolution Jointly approved by the boards of County <br /> Commissioners of Cabarrus County, Stanly County, and Union County. <br /> <br /> Section 10.
