The Board of Commissioners for the County of Cabarrus met in regular session <br /> <br />at the Courthouse in Concord, North Carolina on Msnday, May 6, 1974, at ~:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br />The invocation was by the Reverend Paul Berrier of Trinity United Methodist Church. <br />The minutes of the April 1, 1974, and April23, 1974, meetings were read and <br />corrected to read Dr. David A. Lockhardt. The lease with Cabarrus Memorial Hospital <br />for the Piedmont Mental Health Complex construction site and parking space are to be <br />recorded with the Registez of Deeds. <br /> <br /> Carolina Waste System, represented by Doug Russell, petitioned for a franchise to <br /> <br />collect commercial and industrial waste. Nelson O'Neil representing Trashmasters, Inc. <br />asked for a franchise to continue collecting for Skyline Corp. McClary made motion <br />that Carolina Waste Systems request be denied due to the fact that no need was shown and <br />Attorney Boger is to check out the legality of Nelson O'Neil's request. Gallimore <br />seconded the motion and vote carried unanimously. <br /> <br /> Estus White, Terry Rowland, Ray McKinney and James Bonds asked that something <br /> <br />be done about the Courthouse parking. Motion by McClary, seconded by Gallimore and <br /> <br /> carried, to let the Courthouse Committee make a decision on the matter. <br /> <br /> Hamm_ett made motion to ~ncrease the County's participation to $110,000.00 for <br /> <br /> the construction of a new M~ntal Health Center due to the request from the Hospital <br /> that the county install a drainage line in the leased property. Motion seconded <br /> by ~allimore and vote carried. <br /> <br /> Gallimore reported that Poplar Tent Fire Department's rating had been increased <br /> <br /> to 9AA. <br /> <br /> ~ Hammett made motion to appoint Gallimore, McClary and Wade to a committee <br /> <br /> to establish the duties, responsibilities and salary ~r a Fire Marshall and to <br /> <br /> report back in time to set up funds in the budget. <br /> <br /> Gallimore mad~ motion, seconded by Hammett and carried, to adopt the Natimnal <br /> <br /> Fleod Insurance Resolutions as follows. <br /> <br /> RESOLUTION TO APPLY FOR FLOOD INSURANCE <br /> <br /> WHEREAS, certain areas of Cabarrus County are subject to periodic flooding <br /> <br /> from streams and r&~ers causing serious damages to properties within areas; and <br /> <br /> WHEREAS,relief is available in the form of Federally subsidized flood insurance <br /> <br /> as authorized by the National Flood Insurance Act of 19~8; and <br /> <br /> WHEREAS, it is the inten~ of this Board to require the recognition and evaluation <br /> <br /> of flood and/or mudslide hazards in all official actions relating to land use in the <br /> <br /> flood plain areas having special flood hazards; and <br /> <br /> WHEREAS, this body has the legal authority to adppt land use and contra~ <br /> <br /> <br />
