The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, North Carolina on Monday, June 3, 1974, at 9:00 a.m. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary Charles Gallimore C. Frank James John A. Hammett Invocation was by Reverend Norman Snodderly, Interim Pastor at Centerview Baptist Church in Kannapolis. The minutes of the May 6, May 14, and May 28 meetings were read and approved. The minutes of the May 2 Board of Equalization and Review meeting were read and corrected to read Kerr Industries be valued at the 1975 revaluation rate. After a presentation by Architect George Griffin and Nancy Templeman on the furniture and graphics for the new courthouse, Commissioner Hammett made motion giving authorization to prepare the specifications for bids for courthouse furniture. Commissioner James seconded the motion and vote carried unanimously. Commissioner McClary noted that several commissioner candidates had attended the regular meeting but none had attended the budget hearings. He asked that the invitation be extended again so they could become familiar with budget procedures. The Board briefly discussed the Urban Mass Transportation Grant and Commissioner Hammett is to attend a meeting to obtain more details concerning the grant and its possible uses for Cabarrus County. Commissioner Gallimore made motion, seconded by Commissioner Hammett, to attach the committee members and constitution and by-laws for the Manpower Advisory Committee to the May 6, 1974, meeting. Charles Bost, Community Relations Commission Director, described the free lunch program that would run from June 10, 1974, to August 16, 1974 that had been carried on entirely by volunteer workers last year. He stated the program will be funded by the USDA but that he would need some money for administrative funds before this money would be received. Commissioner Hammett made motion to committ funds amounting to $3,370.00 for administrative funds to be reimbursed by USDA. Motion seconded by Commissioner McClary and vote carried. Commissioner James made motion, seconded by Commissioner McClary and carried, to approve the agreement with the State of North Carolina for the Protection, Development and Improvement of ForeSt Lands in Cabarrus County. Commissioner Hammett made motion to change the regular meeting date for the Month of July to July 8~ 1974. Commissioner James seconded the motion and vote carried unanimously. Chairman Hawfield recessed the meeting to convene the Board of Equalization and Review.
