The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br />the Courthouse in Concord, North Carolina on Thursday, September 4, 1975 at 9:00 A.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> <br /> Absent - Commissioner: Roger G. Hinson <br /> <br /> Invocation was given by Commissioner Marcelle Milloway. <br /> <br /> Motion by Commissioner Milloway, seconded by Commissioner Hammett to approve the minutes <br /> <br />of the regular meeting on August 7, 1975, as received in the mail. Vote was unanimous. <br /> <br /> Mrs. Beatrice Little, 14 Love Street, Concord, North Carolina, presented a petition <br /> <br />signed by residents of the Jackson Park Sanitary District, Concord, North Carolina, relative <br />to the parking of trailers in residential areas of the County, specifically the Jackson Park <br />Sanitary District area. The petition, also, complained about raw sewerage running down the <br />road onto her property from the trailers parked adjacent to her property. Chairman Hawfield <br />asked the County Planner, Jack Alston, to investigate the restrictions on moving mobile <br />homes into residentially restricted areas subsequent to the adoption of the Proposed County <br />Zoning Ordinance. Mrs. Little requested that the County adopt the Proposed County Zoning <br />Ordinance as soon as possible. No action was taken. <br /> <br /> The Board discussed County representation on the Concord Planning Board and the Board <br /> <br />of Adjustments. No action was taken. <br /> <br /> Dan Hatley, a political science major at UNC-CH and a resident of Kannapolis, appeared <br /> <br />before the Board and requested to serve the County in some capacity. Dennis J. Hall, a <br />student at UNC-C and a resident of Kannapolis, appeared before the Board and presented a <br />resume for possible appointment to the Planning Board. <br /> <br /> Mrs. Kenneth Shinn presented a Proclamation proclaiming September 17 thru 23, 1975, <br /> <br />as Constitution Week. Motion by Commissioner Hammett, seconded by Commissioner Milloway, to <br /> <br />adopt the Proclamation. Vote unanimously carried. <br /> <br /> Commissioner Hammett discussed the recent meeting between himself, the County Planner, <br /> <br />and the County Manager of Cabarrus County; with officials of Union County. The meeting <br />encompassed the Zoning Ordinance adopted by Union County. Commissioner Hammett recommended <br />that the Board move forward with public hearings on the Proposed County Zoning Ordinance. <br />After a brief discussion, the Board decided ~o set the date for the Public Hearing on the <br />County Zoning Ordinance at the October 1975 meeting. <br /> <br /> Rebecca Ricketts, a representative from the Centralina Council of Governments, discussed <br /> <br />recent activities of that agency. <br /> <br /> Commissioner Hammett and County Manager, Richard Wade, discussed communications in <br /> <br />Cabarrus County with respect to the various emergency services. Motion by Chairman Hawfield, <br />seconded by Commissioner Milloway, to appoint the Chief of the Cabarrus County Rescue Squad, <br />County Fire Marshall, Director of the County Ambulance Service, Communication Officer in the <br />Sheriff's Department, and the County Manager as a County Emergency Services Committee. <br /> <br /> <br />
