of real property and rights of way, will be furnished as <br /> <br />follows: <br /> <br /> (1) By grant of seventy-five percent (75%)' . <br />by the Environmental Protection Agency, an agency of the <br />United States of America; <br /> <br /> (2) By grant of twelve and one-half percent <br />(12.5%) by the North Carolina'Department of ~atural and <br />Economic Resources; and <br /> <br /> (3) By a payment Of twelve and one-half <br /> <br />percent (12.5%) from local funds to be provided as more <br /> <br />fully set out hereinafter; and <br /> <br /> (4) The costs of real property and rights of <br /> <br />way for the Plant will be borne forty-one and sixty-seven <br />percent (41.67%) by the Board, sixteen and sixty-six <br />percent (16.66%) by t_~~y, and forty-one and sixty- <br />seven percent (41.67%) by Cannon Mills; and <br /> <br /> WHEREAS, .the United states of America (the "United <br />States"), ~cting through' its Environmental Protection Agency <br />(the "EPA"), and the State of North Carolina (the "State") <br />ac%lng through its Department of Natural and Economic Resources, <br />will provide funds to finance seventy-five percent (75%) and. <br />twelve and one-half percent (12.5%), respectively, of the <br />costs of constructing the Plant, upon local funds being made <br />available to fihance the remaining costs of the Plant; and <br /> <br /> WHEREAS, the Board, the County and Cannon Mills <br /> <br />believe the construction and operation of fhe Plant to be in <br />the best interests of the citizens of the City of Concord, the <br />County and the State, and Cannon Mills also believes such to <br />be in its best interests as an employer and in the best <br />interests of its employees; and <br /> <br /> WHEREAS, the Board, the County, and Cannon Mills <br /> <br />will provide the "local" portion of the financing'for the <br />construction of the Plant and all funds necessary for the <br />acquisition of real property and rights of way related to <br />the Plant in the proportion set forth above; and <br /> <br /> <br />
