The following resolution was offered by Commissioner McClary and a motion was made <br /> <br /> by Commissioner McClary that it be adopted, this motion was seconded by Commissioner <br /> <br /> Hammett, and upon being put to a vote, was unanimously carried; <br /> <br /> ~YHEREAS, the North Carolina Department of Justice, Police Information Network <br /> <br /> plans to make available to law enforcement agencies and other appropriate agencies of <br /> the State through the use of a centralized computer system various information now <br /> available or to be developed essential to the efficient operation of said agencies such <br /> as, but not limited to, information contained in the Department of Motor Vehicles' files, <br /> information contained in the National Crime Information Center, information contained in <br /> the State Bureau of Investigation's files, Department of Corrections' files, and <br /> information from local law enforcement agencies by the installation of a Police Information <br /> Network terminal in the Kannapolis Police Department of Cabarrus County provided the <br /> Sheriff of Cabarrus County agrees to furnish a proper site for installing such terminal, <br /> and the necessary personnel to operate said terminal, and further agrees to assume the <br /> rental cost of such terminal from the date of installation; that said installation of a <br /> Police Information Network terminal is considered to be most necessary to the preservation <br /> of law and order and the promotion of public safety within Cabarrus County; and <br /> <br /> WHEREAS, the North Carolina Department of Justice, Police Information Network and <br /> <br /> this County have agreed as follows: <br /> <br /> (A) The North Carolina Department of Justice, Police Information Network will <br /> <br /> install and maintain a terminal connected to the Police Information Network system <br /> <br /> and also train operators selected and paid by the County to operate such terminal. <br /> <br /> (B) The County shall furnish a proper site for installation of a Police Information <br /> <br />Network terminal and also furnish personnel to operate said terminal. <br /> <br /> (C) The County shall assume the rental cost (which cost includes maintenance) of <br /> <br /> the Police Information Network terminal in the amount of $175.00 (per month) beginning <br /> <br />January 1, 1976. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the installation of a Police Information Network <br /> <br />terminal be and it is hereby formally approved by the Board of Commissioners of Cabarrus <br />County, North Carolina, and that the Chairman of the Board of County Commissioners of <br />this County be and they are hereby empowered to sign and execute the required Agreement <br />between this County and the North Carolina Department of Justice, Police Information <br />Network. <br /> <br /> Phil Carroll, Attorney for the Independent Rural Businessmen, requested that the <br /> <br />Commissioners call for a referendum for the sale of malted beverages in the County and <br />that it be placed on the primary ballot in either March or August. Commissioner Milloway <br />made a motion that this Board do not give its approval to the calling of a referendum. <br />Motion seconded by Commissioner Hammett. A discussion ensued that perhaps the motion <br />was premature and that the matter should be discussed at the December meeting to give <br />the public time to express its opinion. Upon motion of Commissioner Milloway, seconded <br />by Commissioner Hammett and unanimously carried, the motion was tabled until December. <br /> <br /> Alex Patterson, speaking for Historic Cabarrus, asked that the Board consider <br /> <br />renovating the old courthouse into an agricultural center and that all but the original <br /> <br /> <br />
