The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse <br /> <br /> in Concord, North Carolina on Thursday, April 8, 1976, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> The invocation was by the Reverend Joe B. Davis of Center United Methodist Church. <br /> <br /> Upon motion of Commissioner Hinson, the minutes of the March 4, 1976, meeting were corrected <br /> <br /> and approved. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> Robert Burrage, Chairman of the finance committee for Historic Cabarrus, asked that Historic <br />Cabarrus be allowed to use the front office in the old courthouse as an office at its expense. <br />Commissioner Hammett made motion to give Historic Cabarrus permission to use the front room and <br />rest rooms in the old courthouse at Historic Cabarrus' expense. Motion seconded by Commissioner <br />Milloway and vote carried. <br /> <br /> George Griffin, Architect, asked the Board for permission to pay the final invoices on the <br />construction of the new courthouse. Commissioner Hammett made motion that Cabarrus Construction <br />Company be paid in full except for $6,373.13 that should be held until the attorney and architect <br />agree that the claim of Shatter Proof glass has been satisfied. Commissioner McClary seconded the <br />motion and vote carried. Commissioner Hammett made motion to pay all the remaining contractors <br />the final bills subject to the approval of the architect. Motion seconded by Commissioner Hinson <br />and vote carried. <br /> <br /> The Board asked George Griffin to prepare an estimate of the cost of renovation of the <br /> <br />present health department for use by the Department of Social Services and prepare to advertise <br /> <br />for bids. <br /> <br /> The building committee is to meet with George Gr±ffin to discuss the parking around the <br /> <br />courthouse. <br /> <br /> D. A. Rickenbaker, Bob Crawford and Lou McClellan, representatives with Internation <br /> <br />Business Machines, presented a proposed Word Processing System for the Department of Social Services. <br /> <br /> Gene Cook reported that phase I of the airport study had been completed. Commissioner Hammett <br />made motion to appoint the following to the airport committee: Thomas W. Grady, Dr. William P. <br />Chalfant, David M. Holding, and D. P. Hodges, Jr. Motion seconded by Commissioner Hinson and <br />vote carried. <br /> <br /> Chairman Hawfield recessed the Board of Commissioners and convened the Board of Equalization <br /> <br />and Review. Estus B. White, Clerk of Court, gave the oath of office. The Board decided to meet <br /> <br />May 11 and 13 and adjourned the Board of Equalization and Review. <br /> <br /> Linda Furr and Linda Garmon presented a petition that asked for the dog ordinance to be <br /> <br />abolished. After a discussion of the matter, they withdrew the petition. <br /> <br /> T. L. Patterson presented the proposed Secondary Road Construction Program for 1976/77. <br />Commissioner Hinson made motion to concur with priority 7, paving of Nellie Beaver Road, and <br />priority 8, paving of Tracy Culp Road, and object to priority 9, the paving of Julie Ross Road. <br />Commissioner McClary seconded the motion and vote carried. <br /> <br /> Upon motion of Commissioner Milloway, seconded by Commissioner McClary and vote carried, the <br />following road petitions were approved: Request for addition - Club View Drive, Braughton Avenue <br /> <br /> <br />
