The Board of Commissioners for the County of Cabarrus met in special session at the <br /> <br /> Courthouse in Concord, North Carolina on Thursday, May 13, 1976, at 3:00 p.m.. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> <br /> Absent - Commissioner: Roger G. Hinson <br /> <br /> Chairman Hawfield stated that he had a meeting with the Sheriff, Tim Hawkins, of the <br /> <br />D.A.'s office, and Robert Canaday and Thomas Bryant, detectives, Monday. <br /> <br /> Tim Hawkins stated that during an investigation some irregularities in purchases of <br /> <br />janitorial supplies were discovered. The District Attorney's office feels like the entire <br />situation shou~ be investigated. Chairman Hawfield stated that the Board unanimously <br />agreed that the investigation should take place. District Attorney Bob Roberts asked that <br />Mr. Troy Green, an investigator with the State Attorney General's White Collar Criminal <br />Division, be granted permission to audit the county and given full cooperation, and that <br />the County Manager, William R. Wade, be temporarily relieved of duty and not be present <br />during the investigation. <br /> <br /> County Manager, William R. Wade, voluntarily took a leave of absence beginning <br /> <br />immediately. Commissioner McClary made motion that this leave of absence be with full <br />pay for the duration of the investi§ation. Motion seconded by Commissioner Hammett and <br />vote unanimously carried. The County Manager's office will be instructed to cooperate <br />fully in any manner with the investigation. <br /> <br /> Pursuant to a request from the 4-H Clubs, Commissioner Milloway made motion to lend <br /> <br />them approximately $3,000 to be used for the summer Action and Adventure Program. This <br />money would be refunded in September. Motion seconded by Commissioner Hammett and vote <br />carried. <br /> <br /> Commissioner McClary made motion to advertise for bids for uniforms for law enforce- <br /> <br />ment. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> Commissioner Mitloway made motion to authorize Chairman Hawfield to sign the grant <br /> <br />application for regional training. Motion seconded by Commissioner McClary and vote <br /> <br />unanimously carried. <br /> <br /> Upon motion of Commissioner Hammett, seconded by Commissioner McClary and unanimously <br /> <br />carried, that S. Glenn Hawfield, Jr. is hereby authorized to issue and sign checks drawn <br />on any bank account of Cabarrus County lmcated in any bank, savings and loan association, <br />or trust company and said banks are hereby authorized to honor checks so issued and signed. <br />A certified copy of this resolutio~-'~hall be furnished to all appropriate banks, savings <br />and loan associations, and trust companies. <br /> <br /> Upon motion of Commissioner McClary, seconded by Commissioner Hammett and carried, <br /> <br />meeting adjourned. <br /> <br /> ~lerk td the Board <br /> <br /> <br />
