33 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> <br />session at the Courthouse in Concord, North Carolina on Thursday, June 9, 1977 <br /> <br />at 9:30 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The invocation was by the Reverend Darrell Coble with Parkwood Baptist Church. <br /> Commissioner Cook made motion to approve the minutes of the last meetings <br /> <br />as written. Motion seconded by Commissioner Milloway and vote carried. <br /> <br /> Health Director Albert Klimas explained that Savannah Segars was in violation <br />of the Solid Waste Ordinance and they had told him to cease collections until he <br />could obtain a valid franchise from the Board of County Commissioners. He <br />recommended that Segars not be given a franchise because he had failed to apply <br />for a franchise while the study committee was revising the ordinance and because <br />he did not supply a list of his customers. Commissioner McClary made motion to <br />deny the franchise application. Motion seconded by Commissioner Hammett and vote <br />unanimously carried. Chairman Hawfield made motion that he be given until the <br />end of June to terminate services and give customers notice and a chance to <br />secure other services. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> John Roberson, Concord City Recreation Director, asked the Board to endorse <br />July 4th as a city-county celebration day with a parade and festivities at Les <br />Myers Park. He also challanged the Board to a softball game. Commissioner <br />Hammett made motion to endorse this day and to accept the challenge from the City. <br />Motion seconded by Commissioner Cook and vote carried. <br /> <br /> Don Efird asked that Camp Cabarrus be titled to the Boy Scouts and if this <br /> <br />is not possible that a long term lease be given. Attorney Boger stated that the <br />General Statutes do not allow counties to title land without that land being put <br />up at public auction or to lease the land for more than ten years without a <br />public auction. The matter will be taken under advisement. <br /> <br /> T. L. Patterson with the North Carolina Department of Transportation presented <br />the proposed 1977-78 secondary roads construction program. Ten per cent of the <br />1977-78 allocation of $198,000.00 will be reserved for owner participation. The <br />following roads will be graded, drained, based, paved and seeded with the remaining <br />allocation: Wash Sides Road (SR # 2120), Julie Ross Road (SR # 2117), Smith Road <br />(SR # 1437), Lipe Road (SR # 2608) and Gooseberry Road (SR # 2450). Commissioner <br />Hammett made motion adopting the secondary roads construction program as presented. <br />Motion seconded by Commissioner McClary and vote unanimously carried. <br /> <br /> <br />
