78 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br /> <br />session at the Courthouse in Concord, North Carolina on Thursday, September 22, 1977 <br />at 1:30 P.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner McClary and <br />carried, a grant application for Primary Health Care Services was approved. <br /> <br /> Bob Stark, Concord City Planner, stated that HUD had partially funded <br /> <br />the grant application for the Logan Multi-purpose Community Center. Only <br />enough money to shell the building was approved. The City of Concord is <br />going to make a grant application under Title V of the Older Americans Act <br />to furnish the building. If this grant is approved, Cabarrus County needs to <br />supply personnel to operate the health center and the social services center. <br /> <br /> UPON MOTION of Commissioner Cook, action on the request for funds was <br />postponed until the whole satellite operation concept could be reviewed. <br />Motion seconded by Commissioner McClary and vote carried. County Manager <br />Charles McGinnis is to make a study of the satellite operations of the health <br />and social services departments giving a complete overall view including the <br />costs, logistics, and possible transportation available. <br /> <br /> The Governor requested the Council of Governments to establish committees <br /> <br />to hold conferences on balanced growth and economic development in the <br />counties. UPON MOTION of Commissioner Milloway, Commissioners Hammett and Cook <br />were appointed Chairman and Vice-Chairman respectively to the County Planning <br />Committee. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner Milloway <br /> <br />and carried, Cabarrus County will host the Centralina COG meeting in November <br />at the Cabarrus Country Club. Centralina will pay half the cost since they <br />want to combine the regular meeting and the dinner for out-going city <br />councilmen or aldermen. <br /> <br /> Commissioner Hammett reported on the September COG meeting. Upon the <br />disapproval of the Section 8 Housing Project on Kansas Street in Kannapolis by <br />Cabarrus County, COG recommended that it be disapproved. Mayor Brown requested <br />the floor and made a speech asking that it be approved. He made motion, which <br />was seconded by Bob Walton, Mecklenburg delegate, and passed, to give approval <br />to the project. In the past, there has been an understood agreement that if <br />a project only involves one government, then COG delegates vote with the <br />recommendations of that body. The repercussions of this action could cause <br />problems within COG. George Monaghan, COG Director, read a memorandum that <br />was written by Bob Randall, COG Chairman, which would be sent to the members <br />of COG, if this Board wished for him to do so. The memo pointed out the <br />action taken and asked for each unit to consider if this is to be a new <br />precedent. This Board asked that the memo be mailed. Action at the last <br />Board meeting indicated that the residents of Kannapolis do not want the <br />project. Chairman Hawfield was asked to write a letter to HUD stating the <br />reasons a negative report was given on this project. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Hammett and <br /> carried, Architect Griffin was authorized to advertise for bids for renovation <br /> of Building C. <br /> <br /> <br />
