78 The Board of Commissioners for the County of Cabarrus met in special session at the Courthouse in Concord, North Carolina on Thursday, September 22, 1977 at 1:30 P.M. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary John A. Hammett Marcelle Milloway Troy R. Cook UPON MOTION of Commissioner Hammett, seconded by Commissioner McClary and carried, a grant application for Primary Health Care Services was approved. Bob Stark, Concord City Planner, stated that HUD had partially funded the grant application for the Logan Multi-purpose Community Center. Only enough money to shell the building was approved. The City of Concord is going to make a grant application under Title V of the Older Americans Act to furnish the building. If this grant is approved, Cabarrus County needs to supply personnel to operate the health center and the social services center. UPON MOTION of Commissioner Cook, action on the request for funds was postponed until the whole satellite operation concept could be reviewed. Motion seconded by Commissioner McClary and vote carried. County Manager Charles McGinnis is to make a study of the satellite operations of the health and social services departments giving a complete overall view including the costs, logistics, and possible transportation available. The Governor requested the Council of Governments to establish committees to hold conferences on balanced growth and economic development in the counties. UPON MOTION of Commissioner Milloway, Commissioners Hammett and Cook were appointed Chairman and Vice-Chairman respectively to the County Planning Committee. Motion seconded by Commissioner McClary and vote carried. UPON MOTION of Commissioner Hammett, seconded by Commissioner Milloway and carried, Cabarrus County will host the Centralina COG meeting in November at the Cabarrus Country Club. Centralina will pay half the cost since they want to combine the regular meeting and the dinner for out-going city councilmen or aldermen. Commissioner Hammett reported on the September COG meeting. Upon the disapproval of the Section 8 Housing Project on Kansas Street in Kannapolis by Cabarrus County, COG recommended that it be disapproved. Mayor Brown requested the floor and made a speech asking that it be approved. He made motion, which was seconded by Bob Walton, Mecklenburg delegate, and passed, to give approval to the project. In the past, there has been an understood agreement that if a project only involves one government, then COG delegates vote with the recommendations of that body. The repercussions of this action could cause problems within COG. George Monaghan, COG Director, read a memorandum that was written by Bob Randall, COG Chairman, which would be sent to the members of COG, if this Board wished for him to do so. The memo pointed out the action taken and asked for each unit to consider if this is to be a new precedent. This Board asked that the memo be mailed. Action at the last Board meeting indicated that the residents of Kannapolis do not want the project. Chairman Hawfield was asked to write a letter to HUD stating the reasons a negative report was given on this project. UPON MOTION of Commissioner Milloway, seconded by Commissioner Hammett and carried, Architect Griffin was authorized to advertise for bids for renovation of Building C.
