106 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special session <br /> <br />at the Courthouse in Concord, North Carolina on Tuesday, January 24, 1978 at 2:00 P.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> Mr. George Altman, with the FAA, and Mr. William Cox, with Talbert, Cox <br /> <br />and Associates, discussed various questions relating to airport sites. <br /> <br /> UPON MOTION of Commissioner McClary, seconded by Commissioner Hammett <br /> <br />and carried, the Board went into executive session to discuss the acquisition <br /> <br />of property for an airport. <br /> <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner Cook and <br /> <br />carried, the executive session was ended. <br /> <br /> The County Attorney was instrUcted to secure options on two sites and <br /> <br />renewal of the option on the Baxter-Caldwell property. <br /> <br /> Mr. Troy Doby, with Peirson and Whitman, Inc., explained the 201 Facilities <br /> <br />Plan and the area of Cabarrus County which had been included in the wastewater <br />treatment facilities. Also discussed was the criteria necessary to receive <br />federal and state funds to assist in the construction of interceptor lines. <br />Mr. Ed Barnes, with the Local Government Commission, answered questions <br />concerning the issuance of bonds. <br /> <br /> UPON MOTION of commissioner Milloway, seconded by Commissioner Cook and <br /> <br />carried, Peirson and Whitman was employed to do a preliminary study for the <br />county for water and sewer and authorization was given to the Chairman and <br />Clerk to execute the contract with them. <br /> <br /> UPON MOTION of Commissioner McClary, seconded by Commissioner Hammett and <br /> carried the following people were appointed to the Cabarrus County Industrial <br /> Facilities and Pollution Control Financing Authority for terms as specified: <br /> <br />Imeldia M. Eller <br />James C. Rutledge <br /> <br />C. Everett VonCannon <br />Johnnie B. Richardson <br />Robert B. Brannan <br /> <br />Guy E. Cress <br /> <br />Peggy L.
