The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, North Carolina on Thursday, February 9, 1978 at 9:30 a.m. PRESENT - S. Glenn Hawfield, Jr., Chairman Robert A. McClary John A. Hammett Marcelle Milloway Troy R. Cook The Reverend David Keck of Kimball Memorial Lutheran Church gave the invocation. The paragraph on page 103 discussing the Westgreen Apartments was questioned. We are to listen to the tape for clarification and correction. UPON MOTION of Commissioner McClary, seconded by Commissioner Cook and carried, the minutes of the January meetings, except the paragraph discussing Westgreen Apartments on page 103, were approved. A letter from R. D. Locklear, Lead Manpower Planner, stated that if we were to participate in the new youth program, known as Specialized Opportunity Services (SOS) Centers, the county would in no way be obligated to continue the operation if federal funding ceased. UPON MOTION of Commissioner Milloway, seconded by Commissioner Hammett, the program was accepted. Ayes: Hammett, Milloway and Cook Noes: Hawfield and McClary. UPON MOTION of Commissioner Cook, seconded by Commissioner Milloway and carried, the resolution passed at the January meeting of the Council on the Status of Women which reads: "Be it resolved that Article III, Section 5 of the Bylaws (Replacement of members) be amended to read: 'The Council will replace its own members.'" was approved. Commissioner Hammett stated that several people had told him that while sitting in the audience they could not hear. Commissioner Hammett made motion to authorize the county manager to purchase and install an amplifier and two speakers so that the audience can hear. UPON SUBSTITUTE MOTION of Commissioner Cook, seconded by Commissioner McClary and carried, the county manager was authorized to purchase an amplifier and two speakers if the cost was less that $500 for equipment and installation.
