The Board of Commissioners for the County of Cabarrus <br /> <br />met in regular session at the Courthouse in Concord, North <br /> <br />Carolina on Thursday, February 9, 1978 at 9:30 a.m. <br /> <br /> PRESENT - S. Glenn Hawfield, Jr., Chairman <br /> <br /> Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The Reverend David Keck of Kimball Memorial Lutheran Church <br /> <br />gave the invocation. <br /> <br /> The paragraph on page 103 discussing the Westgreen Apartments <br /> <br />was questioned. We are to listen to the tape for clarification <br /> <br />and correction. <br /> <br /> UPON MOTION of Commissioner McClary, seconded by Commissioner <br />Cook and carried, the minutes of the January meetings, except the <br />paragraph discussing Westgreen Apartments on page 103, were approved. <br /> <br /> A letter from R. D. Locklear, Lead Manpower Planner, stated <br /> <br /> that if we were to participate in the new youth program, known as <br /> Specialized Opportunity Services (SOS) Centers, the county would <br /> in no way be obligated to continue the operation if federal funding <br /> ceased. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br /> <br /> Hammett, the program was accepted. Ayes: Hammett, Milloway and <br /> <br /> Cook Noes: Hawfield and McClary. <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner <br /> Milloway and carried, the resolution passed at the January meeting <br /> of the Council on the Status of Women which reads: "Be it resolved <br /> that Article III, Section 5 of the Bylaws (Replacement of members) <br /> be amended to read: 'The Council will replace its own members.'" <br /> was approved. <br /> <br /> Commissioner Hammett stated that several people had told him <br /> that while sitting in the audience they could not hear. Commissioner <br /> Hammett made motion to authorize the county manager to purchase <br /> and install an amplifier and two speakers so that the audience <br /> can hear. <br /> <br /> UPON SUBSTITUTE MOTION of Commissioner Cook, seconded by <br /> Commissioner McClary and carried, the county manager was authorized <br /> to purchase an amplifier and two speakers if the cost was less that <br /> $500 for equipment and installation. <br /> <br /> <br />
