138 <br /> <br /> The Board of Commissioners for the County of Cabarrus, <br /> <br />North Carolina, met in adjourned regular session in the Commissioners' <br />Room in the County Courthouse in Concord, North Carolina, the <br />regular place of meeting, at 4:00 P.M., on April 17, 1978. <br /> <br /> Present: Chairman - S. Glenn Hawfield, Jr. <br /> <br /> Commissioners - John A. Hammett <br /> Troy R. Cook <br /> Marcelle Mill'oway <br /> <br /> Absent: Commissioner - Robert A. McClary <br /> <br /> The Chairman announced that this was the hour and day <br /> <br />fixed by the Board of Commissioners for the public hearing <br />upon the order entitled: "ORDER AUTHORIZING $346,000 PUBLIC <br />BUILDING BONDS" and that the Board of Commissioners would <br />immediately hear anyone who might wish to be heard on the question <br />of the validity of said order or the advisability of issuing <br />said bonds. <br /> <br /> No one appeared, either in person or by attorney, to be <br /> <br /> hsard on the question of the validity of said order or the advis- <br /> ability of issuing said bonds and the Clerk of the Board of <br /> Commissioners announced that no written statement relating to <br /> said questions had been received, except that D. Manuel Kiser, <br /> residing in Cabarrus County, North Carolina, who appeared in <br /> person and stated that he is concerned about and opposes the <br /> reissuance of the bonds because he believes that the present <br /> building is structurally sound and the raising of the money <br /> necessary to pay the bonds would put the next Board of Commissioners <br /> at a disadvantage, and A.E. Partridge, Jr., residing in Cabarrus <br /> County, North Carolina, who appeared in person and stated that <br /> he favors the issuance of the bonds for the purposes indicated. <br /> <br /> The foregoing statements were duly considered by the Board <br /> <br /> of Commissioners. <br /> <br /> Thereupon Commissioner Hammett introduced the following <br /> <br /> order which was read: <br /> <br /> ORDER AMENDING AN ORDER AUTHORIZING $346,000 PUBLIC BUILDING BONDS <br /> <br /> WHEREAS, the Board of Commissioners for the County of <br /> <br /> Cabarrus introduced and passed on first reading on April 6, <br /> <br /> <br />
