149 <br /> <br />The Capital Project Renovation Fund reflects the construc- <br />tion financing of Building "B" in the amount of $1,000,000.00 <br />with supporting revenues from bond proceeds and contributions <br />from Genreal Fund and Revenue Sharing Fund. <br /> <br />The Capital Projects Fund includes appropriations for the <br />airport property, wastewater treatment plant and soil <br />survey. <br /> <br />Federal funding (Title XX) was discontinued for~Help Line, <br />Life Day Care, and Meals on Wheels, and those programs are <br />not budgeted for 1978079. There are two new programs in <br />the General Fund budget. The Women, Infants, and Children (WIC) <br />Program in the Health Department and the Sidestown - <br />Shankletown Sewer Project which are both 100 percent federally <br />funded. The Sidestown - Shankletown Sewer Project is still <br />subject to Federal approval and funding. <br /> <br />In the General Fund budgets approximately six percent of <br />salaries has been budgeted for salary adjustments subject <br />to the Board of Commissioners' determination. There are <br />requests for additional personnel in the Health Department (4), <br />Kannapolis Police Department (5), Community Development (1), <br />Planning (2), Inspections (3), which I did not recommend <br />in the various budgets. <br /> <br />UPON MOTION of Commissioner Milloway, seconded by <br /> <br />Commissioner Cook and unanimously, the Board went into <br /> <br />executive session to discuss a personnel matter. <br /> <br />UPON MOTION of Chairman Hawfield, seconded by Commissioner <br /> <br />Cook and unanimously carried, the executive session ended. <br /> <br />UPON MOTION of Commissioner Milloway, seconded by <br /> <br />Commissioner McClary and unanimously carried, Mrs. Frances <br />Long's salary is to be adjusted to Salary Grade 76, Step 11, <br />retroactive to July 1, 1977 in an amount of $460.00. This <br /> <br />$460.00 is to be added to the June payroll check. Any <br />across-the-board salary adjustment granted to employees <br /> <br />in nlext year's budget is to be offset by this 2.25 percent <br /> <br />being granted at this time. <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner <br /> <br />Hammett and carried unanimously, the Board requests that <br />the North Carolina Highway Department investigate the <br />Coldwater Creek bridge to determine the requirements needed <br />for improvements to increase the allowable load. <br /> <br /> With no other business to come before the Board, the <br /> <br />meeting adjourned. <br /> <br />CLERK TO THE BOARD <br /> <br /> <br />
