<br /> I, Cathie K. Isenhour, Acting Clerk of the Board of
<br />Commissioners for the County of Cabarrus, North Carolina, DO
<br />HEREBY CERTIFY that the foregoing is a true copy of a state-
<br />ment which was filed with me at a meeting of said Board on
<br />August 10, 1978, after the introduction of and before the
<br />public hearing on orders authorizing $115,000 Public Building
<br />Bonds, $9,800,000 Sanitary Sewer Bonds, $8,000,000 School
<br />Bonds and $900,000 Water Bonds of said County, and that said
<br />statement is open to public inspection in my office.

<br />
<br /> The Board of Commissioners for the County of Cabarrus,
<br />North Carolina, met in regular session in the Commissioners'
<br />Room in the County Courthouse in Concord, North Carolina, the
<br />regular place of meeting at 9:30 A.M., on August 10, 1978.
<br />
<br /> Present: Chairman S. Glenn Hawfield, Jr., presiding, and
<br />Commissioners McClary, Hammett, Milloway, and Cook.
<br />
<br />Absent: NONE
<br />
<br /> Also present: Blair Bennett, Finance Officer, and Cathie
<br />K. Isenhour, Acting Clerk of the Board of Commissioners.
<br />
<br /> The Acting Clerk of the Board of Commissioners presented
<br />certified copies of resolutions which had been received from The
<br />Cabarrus County Board of Education, The Concord City Board of
<br />Education and The Kannapolis City Board of Education.
<br /> Thereupon Commissioner Hammett introduced the following
<br />four orders authorizing bonds which were read:
<br />
<br />ORDER AUTHORIZING $115,000
<br /> PUBLIC BUILDING BONDS
<br />
<br /> BE IT ORDER by the Board of Commissioners for the County
<br />of Cabarrus:
<br />
<br /> 1. That, pursuant to The Local Government Bond Act, as
<br />amended, the County of Cabarrus, North Carolina, is hereby
<br />authorized to contract a debt, in addition to any and all other
<br />debt which said County may now or hereafter have power or
<br />authority to contract, and in evidence thereof to issue Public
<br />Building Bonds in an aggregate principal amount not exceeding
<br />$115,000 for the purpose of providing funds, together with the
<br />proceeds of $340,000 Public Building Bonds of said County autho-
<br />rized by an order adopted on April 17, 1978 and any other avail-
<br />able funds, for constructing an office building to provide new
<br />offices and additional facilities for the administration of the
<br />government of said County and acquiring any necessary equipment
<br />therefor.

<br /> 2. That taxes shall be levied in an amount sufficient to
<br />pay the principal of and the interest on said bonds.
<br />
<br /> 3. That a sworn statement of debt of said County has been
<br />filed with the Acting Clerk of said Board of Commissioners and
<br />is open to public inspection.
<br />
<br /> 4. That this order shall take effect 30 days after its
<br />publication following adoption, unless it is petitioned to a
<br />vote of the people as provided in Section 159-60 of the General
<br />Statutes of North Carolina, and that in such event this order
<br />
