192 The Board of Commissioners for the County of Cabarrus, North Carolina met in adjourned regular session at the County Courthouse in Concord, North Carolina, the regular place of meeting, at 4:00 P.M., on August 22, 1978. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary John A. Hammett Marcelle Milloway Troy R. Cook The Chairman announced that this was the hour and day fixed by the Board of Commissioners for the public hearing upon the orders entitled: "ORDER AUTHORIZING $115,000 PUBLIC BUILDING BONDS", "ORDER AUTHORIZING $9,800,000 SANITARY SEWER BONDS", "ORDER AUTHORIZING $8,000,000 SCHOOL BONDS", and "ORDER AUTHORIZING $900,000 WATER BONDS", and that the Board of Commissioners would immediately hear anyone who might wish to be heard on the questions of the validity of said orders or the advisability of issuing said bonds. No one appeared, either in person or by attorney, to be heard on the questions of the ~alidity of said orders or the advisability of issuing said bonds and the Acting Clerk of the Board of Commissioners announced that no writ- ten statement relating to said questions had been received. Thereupon, upon motion of Commissioner Cook, seconded by Commissioner Milloway and carried, the order introduced and passed on first reading on August 10, 1978 entitled: "ORDER AUTHORIZING $115,000 PUBLIC BUILDING BONDS" was read a second time and placed upon its final passage. The vote upon the final passage of said order was: Ayes: Commissioners Hawfield, McClary, Milloway and Cook. Noes: None. The Chairman then announced that the order entitled: "ORDER AUTHORIZING $115,000 PUBLIC BUILDING BONDS" had been adopted. Thereupon, upon motion of Commissioner Milloway, seconded by Commissioner McClary and carried, the order introduced and passed on first reading on August 10, 1978 entitled: "ORDER AUTHORIZING $9,800,000 SANITARY SEWER BONDS"
