216 <br /> <br /> The Board of Commissioners for the County of Cab- <br />arrus, North Carolina met in adjourned regular session <br />at the County Courthouse in Concord, North Carolina, the <br />regular place of meeting, at 4:00 P.M., on September 19, <br /> <br />1978. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr~ <br /> <br /> Commissioners: Robert A. McClary <br /> John A, Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> Chairman Hawfield stated that the purpose of this <br />meeting was to further consider a cablevision franchise <br />for Cabarrus County. Chairman Hawfield recognized Mayor <br />Harold McEachern, Mayor of Concord; Mr. Jerry L, Gwaltney, <br />Concord City Manager; and the Concord Board of Aldermen <br />as being present to participate in this discussion. <br /> <br /> Mr. Jon~ Oscher, Chairman of the Board of Tar River <br />Cable TV, Inc., made a presentation of his company's <br />cablevision service and submitted a proposal to the <br />Commissioners. <br /> <br /> Mr. Sidney R. Knafel, Chairman of the Board of Vision <br />Cable Communications, Inc., was again present to reiterate <br />his company's interest in obtaining the cablevision fran- <br />chise for Cabarrus County. <br /> <br /> Mr. Randy Fraser, Regional Manager of American <br />Television and Communications Corporation, was present <br />to indicate his company's desire to obtain the cablevision <br />franchise for Cabarrus County. <br /> <br /> Representatives of the three cablevision companies <br /> present were questioned by both bodies of Government as to <br /> their rates, service, and product line. Chairman Hawfield <br /> and Mayor McEachern stated a mutual desire for the City <br /> and the County franchises to be with the same company~ <br /> <br /> They requested that the County Manager and the City Manager <br /> coordinate their efforts to ascertain the company best <br /> suited to meet the citizens' needs. They further requested <br /> that the County Attorney and the City Attorney draft cor~ <br /> responding franchise ordinances to be submitted at the next <br /> regular meetings of both Boards.
