242 <br /> <br />(a) <br /> <br />Construction progress reports until the system <br />is complete; <br /> <br />(b) <br /> <br />Quarterly Financial Report as required in <br />Section 8.3; and <br /> <br />(c) <br /> <br />Complete unaudited financial statements, in- <br />cluding operating statements, source and appli- <br />cation of funds and balance sheets for the <br />quarterly accounting period then ended, within <br />thirty (30) days of the end of each such period. <br /> <br />12.14 <br /> <br />Annual Reports: The following reports shall be filed <br />by the franchisee with the County Manager annually, <br />no later than February 1, except where otherwise <br />provided: <br /> <br />(a) <br /> <br />A summary of complaints received during the <br />preceding calendar year showing nature of the <br />complaint, area of the County, disposition <br />and complaints subsequent to disposition; <br /> <br />(b) <br /> <br />A total facilities report together with a cur- <br />rent system map showing the location and total <br />miles of plant and equipment installed and/or <br />operating at the close of the preceding calen- <br />dar year; <br /> <br />(c) A map of system; <br /> <br />(d) <br /> <br />One copy of each type of agreement currently <br />offered to subscribers and to users; <br /> <br />(e) <br /> <br />A complete set of current rules and regulations <br />of the operator incorporating the latest amend- <br />ments filed with the County; <br /> <br />(f) <br /> <br />A complete financial audit statement including <br />a statement of income to be certified by a <br />public accountant to be submitted no later than <br />August 15 for the preceding fiscal year ending <br />June 30. <br /> <br />(g) <br /> <br />Reports on other topics as the Board of Commis- <br />sioners may direct. <br /> <br />12.15 <br /> <br />General Reports: A franchisee shall prepare and furn- <br />ish to the County, at the times and in the form pre- <br />scribed by the County Manager or Board of Commissioners, <br />such reports with respect to its operation, affairs, <br />transact&ons~i~ property as may be reasonably neces- <br />sary or appropriate to the performance of any of the <br />functions of the County in connection with this ordin- <br />ance. <br /> <br />13. Rights Reserved to the County. <br /> 13.1 Rights to Purchase the System: The County shall have <br /> the right to purchase the system as specified else- <br /> where in this ordinance. <br /> <br />13.2 <br /> <br />Right to Inspect Records: The County shall have the <br />right to inspect all books and '.records and examine <br />officers and employees as specified in Section 12.9 <br />of this ordinance. <br /> <br />13.3 <br /> <br />Right to Inspect Construction: The County reserves the <br />right, but shall not have the duty to inspect plans <br />and construction of any facility to be used in con- <br />nection with the cable system irrespective of its location. <br /> <br /> <br />
