288 <br /> <br /> Mr. Jerry Myers, Safety Director for Centralina Council of Governments, <br />was present to request that the Commissioners endorse application for Federal <br />funds to be used for an Emergency Medical Services program in Cabarrus County. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board approved the following resolution: <br /> <br />Title: Resolution of Support and Endorsement for the Emergency Medical Services <br />Improvement Program Prepared by Centralina Council of Governments <br /> <br />Whereas, the County of Cabarrus recognizes the need for the provision of adequate <br />emergency medical services to the citizens of Cabarrus County; and <br /> <br />Whereas, Centralina Council of Governments has prepared an Emergency Medical <br />Services Improvement Program for submission to the U.S. Department of Health, <br />Education and Welfare for Funding under Section 1203 of the Emergency Medi- <br />cal Service Systems Act (PL 93-154); and <br /> <br />Whereas, the Emergency Medical Services Improvement Program represents one <br />step forward toward the provision of adequate emergency medical services <br />within Region F and in Cabarrus County; and <br /> <br />Whereas, the Board of Commissioners of Cabarrus County desires to participate <br />in the regional EMS Improvement Program; <br /> <br />Now, therefore, be it resolved, by the Chairman and Members of the Board of <br />Commissioners of Cabarrus County that: <br /> <br />1. The Board of Commissioners endorse and support the Emergency Medical <br /> Services Improvement Program prepared by Centralina Council of Governments. <br /> <br />The Board of Commissioners agree to provide or cause to be provided the <br />amount of $240,937 in in-kind matching funds through the continued sup- <br />port of emergency medical services within Cabarrus County. <br /> <br />Ratified this, the 12th day of February, 1979. <br /> <br />/s/ Jaymee S. Whitley, Chairman of the Kannapolis Chamber of Commerce was <br />present to request that the Board endorse construction of a proposed "Western <br />By-Pass" project. <br /> UPON MOTION of CommisisOner Lentz, seconded by Commissioner Milloway and <br />unanimously carried, the Board adopted the following resolution: <br /> <br />CABARRUS COUNTY BOARDOF COMMISSIONERS <br /> CONCORD, NORTH CAROLINA <br /> <br />RESOLUTION <br /> <br />WHEREAS, it is the hope and belief of the Cabarrus County Board of Commissioners <br /> that Cabarrus County lies on the threshold of extensive economic and popu- <br /> lation growth and development; and <br /> <br />WHEREAS, it is manifest that a comprehensive system of transportation is fun- <br /> damental to orderly and responsible growth, and essential to assure the <br /> fullest potential of our development; and <br /> <br />WHEREAS, the northwest portion of Cmbarrus County, composed of the Town of <br /> Kannapolis and the northern portion of the City of Concord, contains <br /> greater than one-half the entire population of our county; and <br /> <br />WHEREAS, it is a serious matter of present necessity and public exigency <br /> that an efficient highway system be proposed and developed now to assure <br /> its availability to this populous area throughout the period of projected <br /> growth; and <br /> <br />WHEREAS, an essential portion of that highway system is the proposed "Western <br /> By-Pass", being a road improvement project designed to permit direct <br /> access between the northwest portion of Cabarrus County and Interstate <br /> Highway 85, along the western portion of Kannapolis, and <br /> <br /> <br />
