299 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the Courthouse in Concord, North Carolina, on Monday, March 5, <br />1979, at 3:30 P.M. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> Mr. John Burnett, Mr. D.B. Roberts, and Mr. T.L. Patterson appeared <br />before the Board to present a proposed secondary road program for Cabarrus <br />County for the 1979-80 fiscal year. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Allen and <br />unanimously carried, the Board requested that Mr. John Boger, County Attorney, <br />draw up a resolution requesting that the Department of Transportation study <br />the probability of changing Poplar Tent Road from a secondary to a primary <br />road. <br /> After reviewing road priorities for the upcoming fiscal year, the Board <br />set 9:30 a.m., March 12, 1979, for a public hearing on road improvements. <br /> Mrs. Carole Cook, a resident of Cabarrus County was present to request <br />that a portion of secondary road #1616 - Stirewalt Road - be brought up on <br />the Commissioners' priority list for paving. <br /> Mr. Homer Friday, Jr., attorney for the Cabarrus County Boy Scouts, <br />made a request that an item be placed on the agenda at the special meeting <br />of the Board of County Commisisoners regarding the Cabarrus Boy Scout Camp. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds <br />and unanimously 6arried, the Board moved to place the item concerning the <br />Cabarrus County Boy Scout Camp on the agenda for discussion. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Milloway <br />with Chairman Cook, Commissioners Milloway, Bonds, and Allen voting for <br />and Commissioner Lentz voting against, the Board adopted the following <br />resolution: <br /> "WHEREAS, in 1935, John J. Barnhardt and other citizens interested <br /> in scouting in Cabarrus County purchased 63 acres of land on the waters <br /> of Irish Buffalo Creek for a Boy Scout Camp; and WHEREAS, title to said <br /> 63 acres was conveyed to the Board of County Commissioners for Cabarrus <br /> County for the purpose of securing work to Be done under the Works Pro- <br /> gress Administration; and WHEREAS, this fact is stated in the minutes of <br /> the Board of County Commissioners for March 2, 1936; and WHEREAS, the County <br /> has had no financial participation in the purchase or development of said <br /> property; and WHEREAS, it is the desire of the Board of County Commissioners <br /> to consider conveying said property to the Boy Scouts of Cabarrus County, <br /> after public notice and hearing; <br /> NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners <br /> of Cabarrus County does hereby request the representatives from Cabarrus <br /> County in the General Assembly to secure the passage of the necessary <br /> legislation to enable the Board to convey the said Boy Scout Camp~property <br /> to the Boy Scouts of Cabarrus County, if after public notice and hearing <br /> it shall deem that action appropriate." <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz <br /> and unanimously carried, the Board moved to go into executive session to <br /> discuss the possible acquisition of land for the County landfill. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds <br /> and unanimously carried, the Board moved to terminate the executive session. <br /> Chairman Cook stated that the Board had discussed the proposed property <br /> for the County landfill and that the Commissioners had viewed a map of the <br /> property; however, no action was taken. <br /> There/oeing no further discussion, Chairman Cook moved that the meeting <br /> be adjourned. <br /> <br />~O THE BOARD <br /> <br /> <br />
