304 <br /> <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved the following budget amendment: <br /> GENERAL FUND <br /> INCREASE REVENUE <br /> 10-348-35 Fuel Crisis Program $6,848.00 <br /> <br />INCREASE EXPENSES <br />10-611-16 Fuel Crisis Program <br /> <br />$6,848.00 <br /> <br /> To provide for a State grant to Social Services for <br />emergency fuel relief. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Allen and <br />unanimously carried, the Board of Commissioners authorized Frances B. Long <br />to purchase through the County, Retirement Service Credit for the years begin- <br />ning 3/36 through~9/43 with Mrs. Long paying both the employee's and employer's <br />share of this credit. <br /> Mr. Charles D. McGinnis, County Manager, presented a request from the <br />North Carolina Association of County Commissioners to ascertain the Commis- <br />sioners' feelings regarding an increase in retirement benefits as proposed <br />by the Board of Trustees of the North Carolina Local Governmental Employees <br />Retirement System. The Board took no action on this request. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br />uanimously carried, the Board appointed Mr. Jack Rankin to fill the unexpired <br />term created by the death of Mr. Blake H. Allen to the Cabarrus County Plan- <br />ning Board. This term will expire on August 31, 1980. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and <br />unanimously carried, the Board adopted the following resolution: <br /> RESOLUTION CALLING FOR A SPECIAL ELECTION IN THE <br /> NORTH EAST FIRE PROTECTION DISTRICT <br /> <br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus: <br />Section I. The Board of Commissioners has determined and does hereby <br />find and declare that it has received petitions from the North East Fire Pro- <br />tection District of more than 15% of the resident freeholders living in that <br />area entitled: <br /> THE UNDERSIGNED, b~ing RESIDENT FREEHOLDERS living in a <br /> district lying outside the corporate limits of any city or <br /> town, which district is described below in this petition and <br /> shall hereafter be designated as the NORTH EAST FIRE DISTRICT, <br /> petition the BOARD OF COMMISSIONERS FOR CABARRUS COUNTY to call <br /> an election in said district for the purpose of submitting to the <br /> qualified voters therein the question of levying and collecting <br /> a special tax on all taxable property in said district, of an <br /> amount not exceeding fifteen cents ($.15) of the one hundred <br /> dollars ($100.00) valuation of property, for the purpose of pro- <br /> viding fire protection in said district. <br /> Section II. A special election is hereby ordered to be held in the North <br />East Fire Protection District in Cabarrus County, North Carolina, on SATURDAY, <br />JUNE 2, 1979, at which there shall be submitted to the qualified registered <br /> voters of the said North East Fire Protection District the question of levy- <br /> ing and collecting a special tax on all taxable property in said district, of <br /> not exceeding 15¢ of the $100.00 valuation of property, for the purpose of <br /> prov±ding fire protection in said district. <br /> Section III. The boundary lines of said North East Fire Protection <br />District are as follows: <br /> NORTH EAST CABARRUS FIRE DISTRICT - CABARRUS COUNTY <br /> BEGINNING at point (1) at the intersection of St. Stephens Church Road <br />(2444) and Klutz Road (2435); thence easterly to point (2) on Shelly Road <br />(2451), 0.5 mile north of its intersection with Culp Road (2452); thence <br />easterly to point (3) at the intersection of Short Cut Road (2455) and Gold <br />Hill Road (2450); thence southerly along Gold Hill Road (2450), including <br />property within 500 feet on the east, to point (4) at the Cabarrus-Stanly <br />County line; thence southwesterly along the Cabarrus-Stanly County line to <br />a point (5) at N. C. Highway 73; thence northwesterly to point (6) at Little <br />Bear Creek Bridge on Lentz Harness Shop Road (2453); thence northwesterly to <br />point (7) on Prison Camp Road at Butcher Creek; thence northwesterly to point <br />(8) on N. C. Highway 49 at its intersection with Little Buffalo Creek Road <br />(2442); thence northerly along Little Buffalo Creek Road (2442) at point (9) <br />at its intersection with Fink Road (2441); thence northeasterly along Little <br />Buffalo Creek Road (2442), including property within 500 feet on the west <br />side, to a point (10) at Little Buffalo Creek Bridge; thence northeasterly <br />to point (11) at the intersection of Sansberry Road (2416) and St. Stephens <br />Church Road (2444), thence northeasterly along St. Stephens Church Road (2444), <br />including property within 500 feet of the west side, to the point of BEGINNING. <br /> <br /> <br />
