306 <br /> <br /> WHEREAS, both the National Action for Foster Children Committee and <br />Governor James B. Hunt, Jr., have proclaimed the month of April as National <br />Action for Foster Children Month to call attention to the vital needs of <br />foster children; and <br /> WHEREAS, there are 85 foster children in Cabarrus County who have had <br />to leave their own home for various reasons; and <br /> WHEREAS, the Cabarrus County Social Services Department and a dedicated <br />group of foster parents are providing these children with a temporary home <br />during their troubled timed; and <br /> WHEREAS, many of these children have had to remain in foster care for <br />too long rather than being returned to their natural parents or released for <br />adoption; and <br /> WHEREAS, there needs to be more concern and understanding of these <br />children's needs on behalf of our entire citizenry if their plight is to <br />be improved; <br /> THEREFORE, I proclaim the month of April, 1979, <br /> ACTION FOR FOSTER CHILDREN MONTH <br />in Cabarrus County and commend the foster parents of our county for the out- <br />standing job they are doing in helping these children. I call on all of the <br />citizens of Cabarrus County to become concerned and involved in helping these <br />homeless children. <br /> By the Chairman of the <br /> Cabarrus County Board of Commissioners <br /> /s/ Troy Ray Cook <br /> <br /> Mr. McGinnis reported on correspondence which had been received from the <br />N.C. Department of Natural Resources & Community Development stating that the <br />U.S. Dept. of Labor had mandated the enrollment of as many as 40 new positions <br /> in the CETA program for a period from May 1 through September 30 to be used <br /> on special projects in the County. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and <br />unanimously carried, the Board authorized Mr. Mike Hunsuck, CETA Administrator, <br />to submit a proposal for a special project to use up to 40 persons in cleaning <br />roads and installing and maintaining street signs in the County. <br /> Mr. McGinnis reminded the Commissioners of a Legislative briefing which <br />would be held by the North Carolina Association of County Commissioners on <br />April 12, 1979. Commissioner Milloway stated that she would be in attendance. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br />unanimously carried, the Board moved to go into Executive Session to discuss <br />a personnel matter. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and <br />unanimously carried, the Board moved to terminate the Executive Session. <br /> Chairman Cook stated that the Board had taken no action regarding the <br />personnel matter in Executive Session. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Milloway and <br />unanimously carried, the Board moved to adjourn. <br /> <br /> <br />
