319 <br /> <br /> The Board of Commissioners for Cabarrus County met in special session at the <br />Courthouse in Concord, North Carolina, their regular place of meeting on Friday, <br />June 29, 1979, at 6:30 P.M. <br /> Present - Chairman Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> James W. Lentz <br /> Absent - Commissioners: Marcelle Milloway <br /> J. Ray Allen <br /> Chairman Cook called the meeting to order and stated that the purpose of the <br />meeting was to discuss financing of interceptor sewer lines with the Town Councils <br />of Harrisburg and Mt. Pleasant. He further stated that Commissioner Milloway was <br />absent due to her attendance at the North Carolina Association of County Commissioners' <br />Conference in Atlantic Beach and that Commissioner Allen was recuperating from dental <br />surgery. <br /> Mayor Ralph Austin spoke on behalf of the Mt. Pleasant Town Council in rebuttal <br />to Cannon Foundation's contention that present construction of interceptor sewer <br />lines to Mt. Pleasant has deviated from the original 201 Facility Plan and that the <br />present plan does not conform to the regional concept. He further stated that the <br />Environmental Protection Administration has not changed its position from the be- <br />ginning of the project in that they will fund only those projects which are cost <br />effective and which do not reflect future needs, thus mandating the engineering and <br />construction of lines to the Town. In summary, Mayor Austin requested that the <br />Cannon Foundation reconsider funding the local share of the lines to Mt. Pleasant <br />as the Town is anticipating incurring 12½% of the cost of collector lines which have <br />already been engineered to connect to the proposed sewer lines. <br /> Mayor Martha Marks spoke on behalf of the Harrisburg Town Council to request a <br /> second appeal to the Cannon Foundation to fund the local share of the engineering of <br /> the lines to Harrisburg. Mayor Marks read from the Council's minutes of July 23, <br /> 1973, at which time she stated that the County promised to pay for an outfall line <br /> to the city limits of Harrisburg. Mayor Marks stated that the Town is heavily in- <br /> debted due to the purchase of a water system on June 28, 1979, and that the Local <br /> Government has advised them that they could incure no further indebtedness at this <br /> time; consequently, the funds for the local share of the interceptor sewer lines <br /> would have to come from sources other than the Town. <br /> Mr. Bill Bonny, a Cabarrus County resident, asked the Commissioners to con- <br /> sider flood control, water systems, and parks and recreation when planning for <br /> county-wide sewage and to consider providing funding for the interceptor sewer <br /> lines through a revenue bond, if necessary. <br /> Mr. Sherman Mayne, a Cabarrus County resident, was present to suggest small <br /> treatment plants as being preferable to one large system which Mr. Mayne feels <br /> would be very costly to consumers. <br /> Chairman Cook thanked the Council members and County residents for expressing <br /> their opinions and assured them that the Board would forward their comments to <br /> the Cannon Foundation and advise them of the Foundation's decision. <br /> There being no further discussion, the meeting was adjourned. <br /> <br /> <br />
