380 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina on Monday, March 10, <br />1980 at 6:00 P.M. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> The invocation was given by the Reverend Weldon Madren of the New <br />Gilead Reformed United Church of Christ. <br /> There being no additions or corrections to the minutes of February 11, <br />1980 and February 18, 1980, they were approved as written. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds <br />with Chairman Cook and Commissioners Milloway, Bonds, and Allen voting for, <br />the Board adopted the following proclamation: <br /> <br />A PROCLAMATION <br /> <br />WHEREAS, the Fred Y. McConnell American'Legion Post 51 has distinguished <br />itself as a leader in the National American Legion's Law and Order <br />Commission through its annual law and order banquet featuring top <br />state and national speakers, authorities in the field of law enforce- <br />ment and criminal justice; and <br /> <br />WHEREAS, on March 28, 1980 former U. S. Congressman Wm. Jennings Bryan <br />Dorn, will keynote the 1980 Law and Order Banquet at Fred Y. McConnell <br />American Legion Post 51; and <br /> <br />WHEREAS, the banquet will feature presentation of law enforcement <br />officer of the year awards to officers of the Kannapolis and Concord <br />police departments, Cabarrus Sheriff's Department, Cabarrus Unit of the <br />State Highway Patrol and the local police auxiliary selected by their <br />co-workers; and the Robert Eury Memorial Award, given annually to <br />a law enforcement officer with 20 years of more service; and <br /> <br />WHEREAS, this year state and national American Legion medals of <br />valor will be presented to two High Point women who aided in the <br />investigation of the murder of an area high school homecoming queen, thus <br />adding to the significance of the awards dinner; and <br /> <br />WHEREAS, American Legion Post 51 has invited the general public, as <br />well as state and national legion leaders, law enforcement officers, <br />court and criminal justice personnel and local government and <br />political leaders to the event; and <br /> <br />WHEREAS, Chief District Judge Robert L. Warren will present the <br />distinguished service awards, North Carolina State Commander Ray smith <br />of Benson will present the state medal of valor and the national <br />award will be presented by either.National Vice Commander Max Robinson <br />of Jacksonville, N. C., or National Vice Commander Roy Stone of South <br />Carolina; and <br /> <br />WHEREAS, it is the duty and responsibility of every citizen to obey <br />the law and to honor our law enforcement officers; and it is a stated <br />purpose of The American Legion in its preamble to support law enforcement <br />and inclucate a sense of security through this support and fostering <br />of community and individual respect for the untiring efforts of the <br />local police, sheriff's deputies, auxiliary officers and state highway <br />patrolmen; and <br /> <br />WHEREAS, all Concord and Cabarrus County residents ought to honor <br />those law enforcement officers who have the responsibility of keeping <br />our streets and homes safe every day; <br /> <br />I THEREFORE DO PROCLAIM that March 28, 1980 be hereby designated <br />American Legion Law Enforcement Day in Cabarrus County and call on <br />all citizens to participate in honoring all law enforcement officers. <br /> <br /> <br />
