411 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina on Monday, June 9, 1980, <br />at 9:30 A.M. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> The invocation was given by the Reverend Leslie Parrish of Southside Baptist <br />Church. <br /> There being no corrections or additions to the minutes of May 12, 20, 28, <br />and June 4, 1980, they were approved as written. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the appointment of Mr. Alvin M. <br />Stanford as Cabarrus County Agricultural Extension Chairman as recommended by the <br />North Carolina State Extension Service. This appointment is effective July 1, <br />1980. <br /> Mr. Gurley Fink, resident of Abilene Road, was present to ask the Board's <br />assistance in having this road maintained by the North Carolina Department of <br />Transportation. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br />unanimously carried, the Board by resolution directed that the County Manager <br />notify the Department of Transportation that the Board of County Commissioners <br />supports Mr. Gurley Fink's request for the State to take over and maintain <br />Abilene Road. <br /> UPON MOTION of Chairman Cook, seconded by Commissioner Bonds and unanimously <br /> carried, the Board approved the Blue Cross Blue Shield hospitalization contract <br /> policy for 1980-81 providing for a twenty (20) percent deductible, increasing <br /> Major Medical benefits to $250,000.00 per calendar year from a $25,000.00 life <br /> time maximum, and instating coordination of benefits. This new policy is to be <br /> effective July 1, 1980. <br /> Mrs. Frank Faggart of Kannapolis and Mr. Lester McCarn of Mt. Pleasant <br /> were nominated for appointment to the Cabarrus County Board of Social Services. <br /> Mrs. Frank Faggart was approved for appointment by unanimous vote. <br /> Chairman Cook stated that this was the day and hour scheduled for a public <br /> hearing for the renaming of Mountcres~ Drive to Scaleybark Trail and asked if <br /> anyone were present who wished to speak for or against the renaming of this road. <br /> Mr. Joel Walker, resident of Mountcrest Drive, spoke against the renaming <br /> of this street. <br /> UPON MOTION of Commissioner Milloway, seconded by Chairman Cook with <br /> Chairman Cook and Commissioners Milloway and Allen voting for and Commissioners <br /> Bonds and Lentz voting against, the Board approved the following road name <br /> change - Mountcrest Drive to Scaleybark Trail. <br /> The Board set a public hearing for 7:00 P.M. on July 14, 1980 for the <br /> following road name change - Houston Avenue to Dallas Avenue. <br /> UPON MOTION of Commissioner Milloway, seconded by Chairman Cook with <br /> Chairman Cook and Commissioners Milloway and Allen voting for and Commissioners <br /> Bonds and Lentz voting against, the Board awarded the contract for conducting the <br /> revaluation program for Cabarrus County to W. P. Ferriss, Inc., in the amount of <br /> $575,000.00. <br /> UPON MOTION of Con~issioner Bonds, seconded by Commissioner Lentz with <br /> Commissioners Bonds, Lentz, and Allen voting for and Chairman Cook and Commissioner <br /> Milloway voting against, the Board moved to readvertise for bids to be received <br /> during the next thirty (30) days for the conducting of the revaluation program for <br /> Cabarrus County. The Board directed that the bid specifications include the <br /> stipulation that the County's computer would be used for the revaluation program. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br /> unanimously carried, the Board adopted the following rate schedule for the Cabarrus <br /> <br />County Ambulance Service effective July 1, 1980. <br /> <br />Base Rate Charge <br />Round Trip Charge <br />Out of County Mileage <br /> Charge <br />Oxygen <br />Sterile Water <br />O.
