420 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in adjourned <br />session at the Courthouse in Concord, North Carolina, at 6:30 P.M. on Wednesday, <br />June 18, 1980, to review revaluation firms and to conduct a public hearing on <br />the proposed 1980-81 budget at 7:00 P.M. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> Mr. Mel Trumble of Trumble-McGuirk and Associates was present to answer <br />questions regarding revaluation work performed by his company. <br /> The motion made by Commissioner Milloway to rescind the motion made <br />several days earlier on June 9, 1980 to readvertise for bids for the revaluation <br />work failed for lack of second. <br /> Mr. Terry Rowland, Tax Supervisor, stated his preference for W. P. Ferriss, <br />Inc., to perform the revaluation for Cabarrus County. Mr. Rowland presented a <br />list of questions directed to Trumble-McGuirk and Associates to the Board <br />members and Mr. Trumble. <br /> Chairman Cook stated that notice of questions and the time period for <br />answering these questions would be forwarded to both W. P. Ferriss, Inc, and <br />Trumble-McGuirk and Associates at the same time revised bid specifications were <br />sent out. The Board directed that the revised specifications for revaluation <br />stipulate that the firm would pay postage for mailing out the notices of valuation <br />and that the County's computer would be used for the processing of the revaluation. <br /> Chairman Cook stated that this was the date and time scheduled for a public <br />hearing for the proposed budget and asked if anyone were present who wished to <br />speak regarding the budget. <br /> Persons speaking either for or against the proposed budget were as <br />follows: <br /> <br />Mr. Joe Hudson <br />Mr. Lester Drye <br />Mr. Bill Bonny <br />Ms. Celeste Montgomery <br />Mr. Punch Ford <br />Mr. Manuel Kiser <br />Mr. Archie Barnhardt <br /> <br />Mr. Joe Orland <br />Mr. Wayne Strickland <br />Mr. George Brewer <br />Ms. Andrea Hurt <br />Mr. Bill Powlas <br />Mr. Tom Joyner <br /> <br /> UPON MOTION of Conmissioner Milloway, seconded by Commissioner Bonds with <br />Commissioners Milloway, Bonds, and Allen and Chairman Cook voting for and <br />Commissioner Lentz voting against, the Board agreed,to include $10,000.00 in <br />the budget for the operation of Rowan Technical Institute classes in this <br />county. <br /> The following substitute motion made by Commissioner Lentz failed for <br />lack of second: "To set $10,000.00 aside in the budget this year and ask the <br />representative from Rowan Technical Institute to be present at the July meeting <br />and make a decision at that time; if we decide at that time not to award <br />$10,000.00, move that money into the contingency fund." <br /> UPON MOTION of Chairman Cook, seconded by Commissioner Allen with Chairman <br />Cook and Commissioners Bonds, Allen, and Lentz voting for and Commissioner <br />Milloway voting against, the Board adopted the following budget ordinance. <br /> <br />CABARRUS COUNTY <br /> <br />BUDGET ORDINANCE <br /> <br /> BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina, meeting in session this 18th day of June, 1980, that the following <br />fund revenues and departmental expenditures together with certain restrictions <br />and authorizations are adopted. <br /> <br />Section I. General Fund <br /> <br /> A. It is estimated that the following revenues will be available in <br />the General Fund for the fiscal year beginning July 1, 1980, and ending <br />June 30, 1981. <br /> <br /> <br />
