441 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in adjourned <br />regular session at the Stonewall Jackson Recreation Park site on Wednesday, <br />August 13, 1980, at 10:00 A.M. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J~ Ray Allen <br /> Mr. Gardner Gidley, Recreation Planning Consultant of Gardner Gidley and <br />Associates, met with the Board to inspect the work that had been completed <br />by Mr. Robin Hayes to restore the land from which he had removed the soil. <br />Mr. Gidley outlined additional work which could be done to the site in order <br />to insure its suitability for the future construction o~ park facilities. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br />unanimously carried, the Board agreed to have tests performed at the site <br />where the soil has been replaced to determine if the soil compaction is at <br />a suitable level, and if not, have the soil removed and replaced with <br />acceptable soil, and to have Mr.' Robin Hayes lime, fertilize, and seed the <br />area in an appropriate manner to get a grass cover. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Milloway and <br /> unanimously carried, the Board agreed to accept the grade that~now exists at the <br /> site if the compaction tests show that a suitable degree of compaction is <br /> present and if the area is fertilized and seeded in an acceptable manner. <br /> The Board authorized Mr. Gardner Gidley to arrange for the soil compaction <br /> tests and fora soil analysis to determine the quality of the soil in the area. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br /> unanimously carried, the Board agreed that the County would assume liability for <br /> any work the County authorized Mr. Gardner Gidley to have performed at the <br /> recreation park site and that the County would be reimbursed by Mr. Robin <br /> Hayes in accordance with the contract of May 15, 1980 before the restoration of <br /> the land is accepted. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br /> unanimously carried, the Board moved to investigate the purchase of a well as <br /> a source of water for the swimming pool planned for the park. Chairman Cook <br /> appointed Commissioners Bonds and Lentz, W. K. Cowan, Charles McGinnis, and <br /> himself to a committee to check into the suitability of water from the well <br /> for the swimming pool and to determine the cost of purchasing water from the <br /> sanitary district to ascertain which would be most acceptable for the needs <br /> at the park. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br /> unanimously carried, the Board agreed to check into the purchase of a rotary <br /> mower that would be suitable for the tractor presently owned by the County <br /> and for the needs at the Stonewall Jackson Park. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br /> unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
