442 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special session <br />at the Courthouse in Concord, North Carolina on Tuesday, August 26, 1980, at <br />7:00 P.M. for the purpose of considering personnel matters and the County <br />Personnel Ordinance. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board agreed to discuss the Rocky River Wastewater <br />Treatment Plant and the addition of a new deputy position in the Cabarrus <br />County Sheriff's Department. <br /> Chairman Cook reported that the Board of Light and Water Commissioners had <br />asked Cabarrus County for advance funds in the amount of $255,241.00 for <br />completion of construction of the Rocky River Wastewater Treatment Plant. Grant <br />money in the amount of $223,335.00 would be available for refund to the County <br />upon completion of the plant and an audit by the Environmental Protection Agency. <br />Mr. Don T. Howell, Director of Utilities for the Board of Light and Water <br />Commissioners, was present to answer questions regarding this request. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz with <br />Commissioners Bonds, Lentz, Milloway, and Allen voting for and Chairman Cook <br />voting against, the Board meved to table action on the request by the Board of <br />Light and Water Commissioners for advance funds from the County in the amount of <br />$255,241.00 for completion of 'the Rocky River Wastewater Treatment Plant until the <br />next regular Board meeting. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />· unanimously carried, the Board approved a budget amendment for the Cabarrus County <br /> Sheriff's Department authorizing an additional deputy position and amended the <br /> Sheriff's.Department budget in the amount of $19,051.00 to provide for this <br /> position and to show revenue in the amount of $19,051.00 from Cabarrus Memorial <br /> Hospital for the cost of the salary and fringe benefits for a lieutenant with <br /> the Sheriff's Department to be assigned permanently to the hospital. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br /> unanimously carried, the Board agreed for the Board of County Commissioners to <br /> hear comments and remarks from members of the public concerning the manage- <br /> ment of the Cabarrus County Health Department. <br /> Members of the. Cabarrus County Board of Health were present and were <br /> recognized by the Board of Commissioners. <br /> Dr. Wallace Early, Chairman of the Board of Health, stated that members of <br /> the Board of Health were appearing at the invitation of the Board of Commissioners <br /> and that the Health Board would investigate all specific allegations and problems <br /> received by them regarding the Cabarrus County Health Department. <br /> Ms. Janice Motley, spokesman for a group of past and present employees of <br /> the Health Department, presented information of the group's concerns regarding <br /> management practices at the Health Department in the following seven (7) <br /> categories. <br /> <br />(1) Resignations & Dismissals <br />(2) Clinic Management <br />(3) Personnel Policies <br />(4) Questionable Management Practices <br />(5) Lack of Communication <br />(6) Discrimination Practices <br />(7) ProgramManagement <br /> <br /> Messrs. David Troutman, Bill Archer, and Everette Calloway, employees of <br />the Health Department, spoke in support of Mr. A1 Klimas, Health Director. <br /> Ms. Cindy Walker read a statement from Mr. David Legett, former employee <br />of the Health Department, citing alleged mi~.management practices by Mr. <br />A1 Klimas. <br /> Ms. Priscilla Andrews, former Director of Nursing at the Health Department, <br />outlined the events leading to her dismissal in July, 1980. <br /> Ms. Margaret Cronan and Reverend P. C. Holland spoke regarding the <br />satellite Child Health Clinic located in Kannapolis. <br /> Mr. Raiford Troutman described problems which he had experienced with the <br />management of the Health Department as a restaurant owner and real estate <br />developer in Cabarrus County. <br /> <br /> <br />
