444 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session <br />at the Courthouse in Concord, North Carolina on Monday, September 8, 1980, at <br />6:00 P.M. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> The minutes of 'August 11, 1980 were corrected to read as follows. <br /> <br />Local ministers speaking in opposition to the sale of beer and wine in <br />the county included Reverends Gene Woodall, Farrell Shimpock, Marshall <br />Brooks, and Coy Privette. <br /> <br /> There being no further additions or corrections to the minutes, the minutes <br />of August 11, 13, and 26, 1980 were approved as written. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and <br />unanimously carried, the Board agreed to set up a fund with a maximum of $8,000.00 <br />for this fiscal year for a Road Improvement and Assessment Program to assist with <br />participation costs in the paving of subdivision streets and appropriated $8,000.00 <br />from the Commissioners' Contingency Fund for this program. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously <br />carried, the Board authorized the construction of a concrete drain basin with curb <br />by W. E. Cochran and Son, Inc., at the retaining wall at the rear of the County <br />parking facility to correct a drainage problem. The Board appropriated $3,850.00 <br />from the Commissioners' Contingency Fund for payment of construction costs. <br /> Chairman Cook stated that this was the day and hour scheduled for a public <br />hearing for road name changes and asked if anyone were present who wished to speak <br />for or against these road name changes. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds and unanimously <br />carried, the Board approved the following road name changes. <br /> <br />Unnamed Road to Jamaica Road <br />Unnamed Road to Columbus Street <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and <br />unanimously carried, the Board set a public hearing for 10:00 A.M. on October 13, <br />1980 for the road name change of Unnamed Road to Benfield Drive. <br /> Mr. Wayne Cline, Vice President of the North Carolina Rifle and Pistol <br />Association, was present to speak in opposition to the resolution approved by <br />the Board on August 11, 1980 requesting that anyone hunting deer in Cabar~us <br />County not use high-powered rifles. He asked for clarification of the term <br />"high-powered rifles". Messrs. J. P. Burrage and John Baker also spoke against <br />the resolution. <br /> Area farmers speaking in favor of restricting the use of high-powered rifles <br />for hunting deer in Cabarrus County included Messrs. Bill Bonny, Lipe Barrier, <br />Mike Harkey, Bill Smith, Howard Boger, and Johnny Hammill. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and unanimously <br />carried, the Board amended the minutes of August 11, 1980 to read as follows. <br /> <br />The Board will request the General Assembly to enact a local bill restricting <br />the use of high-powered rifles for hunting deer in Cabarrus County when the <br />legislature convenes in January, 1981. <br /> <br /> Mr. John Boger, County Attorney, suggested that anyone having trade publications <br />or other information regarding the technical ways of defining high-powered rifles <br />submit this material to the County Manager for the Board's consideration. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and <br />unanimously carried, the Board appointed Mr. Johnny Ray Grisdale to the Parkwood <br />Sanitary District Board of Commissioners to fill the unexpired term of the late <br />Mr. H. So Austin. This term will expire in November, 1981. <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the abandonment of approximately 120 feet <br />of unpaved section of Jennie Linn Drive by the North Carolina Department of <br />Transportation. This abandonment by the State is for map correction only. <br /> UPON MOTION of Commissioner Allen, seconded by Commissioner Bonds and <br />unanimously carried, the Board approved the acceptance of a grant award in the <br />amount of $12,000.00 from the State of North Carolina for a Land Records Manage- <br />ment Program to be conducted by the Planning Department and amended the Planning <br />Department budget in the amount of $12,000.00 to accept the revenue from the State. <br /> <br /> <br />
