448 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in called <br />session at the Cabarrus County Ambulance Station on Monday, September 15, <br />1980, at 4:00 P.M. to inspect the building. <br /> Present - Chairman: Troy R. Cook <br /> Commissioners: Ralph C. Bonds <br /> Marcelle Milloway <br /> James W. Lentz <br /> J. Ray Allen <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Milloway <br />and unanimously carried, the Board approved the erection of a four (4) foot <br />fence along the County property line at the Ambulance Service Building <br />of a length as specified by Mrs. Trudy Hancock, adjoining property owner. <br /> The Board met at the City Hall Building with the Board of Light and <br />Water Commissioners to consider financing of the Rocky River Regional <br />Wastewater Treatment Plant at 5:00 P.M. <br /> Officials of the Board of Light and Water Commissioners present were <br />as follows. <br /> <br />Harold McEachern, Mayor <br />John L. Brown, Jr. <br />J. Tom Brown, Jr. <br />J. W. McGee, Jr. <br /> <br />John Hugh Williams, Attorney <br />Jerry Gwaltney <br />Don Howell <br /> <br /> Mayor Harold McEachern, Chairman of the Board of Light and Water <br />Commissioners, called the meeting to order and welcomed the Board of County <br />Commissioners to the joint meeting. <br /> The invocation was given by Mayor Ralph Austin of Mt. Pleasant. <br /> Mr. John Brown reviewed the history of the regional wastewater treatment <br />plant concept for the County. Explaining that Cabarrus County, the City of <br />Concord, and Cannon Mills entered into a. contract on September 5, 1975 in which <br />each of the three parties agreed to provide funds to construct a regional <br />wastewater treatment plant, Mr. Brown stated that the County would have to <br />provide its share of funds in accordance with the contract unless the County <br />got out of the agreement legally. <br /> Mr. Benny Weaver, Chairman of the Parkwood Sanitary District Board, <br />read a letter from members of that Board asking that the County appropriate <br />its share of funds necessary for the completion of the wastewater treatment <br />project. <br /> Mr. Archie Barnhardt of the Parkwood Sanitary District Board stated <br />it would be in the best interest of the citizens of Cabarrus County to <br />complete the plant as quickly as possible and urged the County to provide <br />its share of funds. <br /> Mayor Martha Marks of Harrisburg and Mayor Ralph Austin of Mt. Pleasant <br />also requested the Board of County Commissioners to provide its portion of <br />funds for the plant. <br /> Mayor McEachern turned the meeting over to the Board of .County Commissioners <br /> for discussion. <br /> UPON MOTION of Chairman Cook, seconded by Commissioner Milloway with <br />Chairman Cook and Commissioners Milloway and Allen voting for and Commissioners <br />Bonds and Lentz voting against, the Board appropriated $255,000.00 from the <br />Cabarrus County Fund Balance for the completion of the Rocky River Regional <br />Wastewater Treatment Plant. <br /> There being no further business, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
