467 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session <br />at the Courthouse in Concord, North Carolina on Monday, December 15, 1980, at <br />6:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Thomas Hogan of McGill Avenue Baptist <br />Church. <br /> Commissioner Lentz questioned the vote as.recorded for the motion made on <br />December 1, 1980 granting the $2,000.00 annual salary increase to the Sheriff, <br />Register of Deeds, and the Veterans Service Officer. He stated he was in favor <br />of the salary increase for the elected officials but was opposed to the increase <br />for the Veterans Service Officer. The tape is to ~be checked for clarification <br />of the vote. <br /> There being no further corrections or additions to the minutes of December 1, <br /> 1980, they were approved as written with the exception of the section regarding <br /> the salary increases for the Sheriff, Register of Deeds, and Veterans Service <br /> Officer. <br /> Mr. Ted Joyner, President of the Cabarrus County Fire Chiefs Association, <br /> requested the Board to purchase a computer terminal for the Communications Office <br /> of the Sheriff's Department to be used in dispatching all emergency equipment <br /> to the proper location in the County. According~to Mr. Joyner, the terminal <br /> would reduce the response time for fire departments by enabling the dispatcher <br /> to quickly determine the exact location of a street and fire district in which <br /> it is located if several streets with duplicate or similar names exist in <br /> various sections of the County. <br /> Lieutenant Howard Scarboro of the Sheriff's Department .stated' that the use <br /> of the terminal in the Communications Center would save approximately one minute <br /> in dispatching emergency calls as compared to the present system of using an <br /> alphabetical listing of the road names to determine the location of the street <br /> before dispatching emergency equipment. <br /> Mr. Charles D. McGinnis, County Manager, reported that the cost for installing <br /> a computer terminal in the Communications Center would be as follows: <br /> <br />Attachment for Main Computer Chassis - $1,500.00 <br />Monthly Maintenance Fee for Attachment - $ 14.00 <br />~Computer Terminal - $3,990.00 <br />Monthly Maintenance Fee for Terminal - $ 36.00 <br /> <br /> Mr. McGinnis also reported that the County could lease the equipment at the <br />.cost of $154.00 a month plus a $50.00 monthly maintenance fee. He advised the <br /> Board that there would be a ninety (90) day delivery delay in receiving the <br /> equipment from Honeywell after the order is placed. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and unanimously <br /> carried, the Board authorized the placement of an order for a computer terminal to <br /> be installed in the Communications Office of the Sheriff's Department under a <br /> lease arrangement for three months and purchased With funds in the 1981-82 budget. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook and unanimously <br /> carried, the Board authorized the transfer of $612.00 from the Communications <br /> budget to pay the cost for leasing the computer terminal for a period of three <br /> months. <br /> Mr. Bobby Bonds, Crime Scene Officer with the Cabarrus County Sheriff's <br /> Department, reported that the thefts of precious metals had increased sharply in <br /> recent years in the County. According to Officer Bonds, the value of precious <br /> metal thefts reported to the Sheriff's Department had risen from $9,025.00 in <br /> 1978 to $63,052.00 in 1980.~ <br /> Mr. Don Slaughter, owner of a gold and silver exchange in Kannapolis, and <br /> Mr. Farrar Griggs, who was representing Mr. Bill Watts of J & J Coins of Kannapolis, <br /> appeared before the Board regarding the proposed ordinance to regulate secondhand <br /> precious metal businesses in the County. Mr. Slaughter expressed support for an <br /> ordinance of this type and Stated he was in favor of a stronger penalty than a <br /> $50.00 fine or thirty (30) days in jail for violation of this ordinance. Mr. <br /> Griggs asked that the Board exclude from the ordinance a five (5) day waiting <br /> period for licensed dealer to dealer transactions of secondhand precious metals. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br /> unanimously carried, the Board adopted the following ordinance. <br /> <br /> <br />
