489 . <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina on Monday, March 2, <br />1981, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by the Reverend Weldon T. Madren of the <br />New Gilead Reformed United Church of Christ. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the minutes of February 16, 1981 were approved as <br />written. <br /> Chairman Bonds presented a plaque of appreciation from the Board of <br />Commissioners to Mr~ Alberti~. Klimas for thirteen (13) years of service <br />to the County as Health Administrjtor. ~r. Klimas resigned as Director <br />of the Cabarrus County Health Department effective February 28, 1981. <br /> Mr. Charles D. McGinnis, County Manager, reported a number of trees <br />located parallel to the Duke Power right-of-way at the rear of the Health <br />Department pose a danger to power lines crossing the right-of-way. <br />He recommended that the Board approve the removal of these trees and <br />authorize the County Forester to sell the trees for pulpwood on behalf of <br />the County. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br /> unanimously carried, the Board authorized the County Manager to take <br /> whatever action is necessary to remove the trees which are endangering <br /> the power lines crossing the Duke Power right-of-way at the rear of the <br /> County Health Department. <br /> Mr. Bill Fisher, owner of J & F Disposal Company, requested the <br /> Board's permission to transfer a portion of the franchise refuse collection <br /> area assigned to his company to Mr. Ray Helms. <br /> The Board deferred action on ~r. Fisher's request until receiving <br /> a recommendation from the Health Department regarding the proposed transfer. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne <br /> and unanimously carried, the Board adopted the following resolution. <br /> <br />JOINT RESOLUTION OF THE BOARD OF COUNTY C~ISSIONERS OF CABARRUS COUNTY, <br />BOARD OF COUNTY COMMISSIONERS OF STANLY COUNTY, AND THE BOARD OF COUN- <br />TY COMMISSIONERS OF UNION COUNTY MODIFYING THAT JOINT RESOLUTION <br /> <br />OF THE AFORESAID THREE COUNTIES DATED APRIL 1, 1974 <br /> <br /> WHEREAS, the Board of County Commissioners of Cabarrus County, the <br />Board of County Commissioners of Stanly County, and the Board of County <br />Commissioners of Union County adopted a joint resolution on April 1, 1974, <br />establishing the "Piedmont Area Mental Health. Program"; and <br /> WHEREAS, said program was adopted pursuant to Article 2C of <br />Chapter 122 of the General Statutes of North Carolina; and <br /> WHEREAS, Article 2C of Chapter 122 of the~General Statutes of North <br />Carolina has been repealed and has been replaced by Article 2F of Chapter <br />122 of the General Statutes of North Carolina; and <br /> WHEREAS, Article 2F of Chapter 122 of the General Statutes of North <br />Carolina requires that any authority established thereunder be known as <br />an "Area Mental Health, Mental Retardation, and Substance Abuse Authority'l; <br />that any board established thereunder be known as an "Area Mental Health, <br />Mental Retardation, and Substance Abuse Board"; and that any direet0r <br />appointed thereunder be known as an "Area Mental Health, Mental Retardation, <br />and Substance Abuse Director"; and <br /> WHEREAS, the Boards of County Commissioners of the aforesaid three <br /> counties wish to modify that joint resolution of April 1, 1974, in order to <br /> comply with Article 2F of Chapter 122 of the General Statutes of North <br /> Carolina as it is presently written. <br /> NOW, THEREFORE, Be it resolved jointly by the Boards of County <br /> Commissioners of Cabarrus County, Stanly County, and Union County that <br /> that joint resolution dated April 1, 1974, of these three Boards Of County <br /> Commissioners be modified as follows: <br /> 1. The term ~'Area Mental Health Board" shall be deleted therefrom and <br /> the term "Area Mental Health, Mental Retardation, and Substance Abuse Board" <br /> shall be substituted in lieu thereof. <br /> <br /> <br />
