492 <br /> <br /> Mr. W. S. Chandler, Jr., Planning Director, and Mr. Tom Speer, Land <br />Records Coordinator, reviewed the Land Records Management Program for <br />Cabarrus County and presented a proposal for the acquisition of additional <br />equipment to expand the Land Records Office. Mr. Chandler advised that <br />the County could purchase the equipment for a total cost of $30,087.00 plus <br />$116.00 per month for maintenance or the County could purchase some of <br />the equipment for $12,087.00 and lease the remaining equipment under a <br />lease/purchase agreement for $400.00 per month. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the reclassification of Mr. Tom <br />Speer to the position classification of Land Records Manager for Cabarrus <br />County. <br /> Commissioner Cook made the motion that the County lease the <br />proposed equipment for the Land Records Office until July 1, 1981, and <br />pay for it with funds in the 1981-82 budget; or, if this short-term <br />lease arrangement could not be worked out, that the County purchase the <br />equipment at this time with funds appropriated from the Commissioners' <br />Contingency Fund. Motion was seconded by Commissioner Nash and was defeated <br />with Commissioners Cook and Nash voting for and Commissioners Lentz and <br />Payne and Chairman BOnds voting against. <br /> Chairman Bonds Stated that the matter would be discussed further during <br />preparation of the 1981-82 budget. <br /> Commissioner Lentz, a member of the Rocky River Regional Wastewater <br />Steering Committee, reported that a study committee had been set up to <br />formulate plans for the establishment of a Sewer Authority. Commissioner <br />Cook and Mr. John R. Boger, County Attorney, represent the County on <br />this study committee. <br /> Commissioner Lentz reported that Mr. Jack McAbee of the Cabarrus <br />County Law Enforcement Association had requested to set up a workout <br />room with physical fitness training equipment in an area which is not <br />presently being used on the third floor of the County Courthouse. <br />According to Commissioner Lentz, there would be no expense to the County <br />as the Association would make all necessary renovations to the area and <br />furnish all equipment for the room. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board agreed to permit the Cabarrus County Law <br />Enforcement Association to set up a workout room for physical fitness <br />training on the third floor of the Courthouse with the use of the room <br />restricted to law enforcement personnel. Ail renovation work by the <br />Association and the use of the workout room is to be under the supervision <br />of the County Manager. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne <br />and unanimously carried, the Board directed the County Manager to devise <br />some type of log system for each County Department that would account for <br />each employee's time when he is not in the office. This system is to <br />be effective April 1, 1981. <br /> There being no further business to come before the Board, the <br />meeting was adjourned. <br /> <br />~l~erk to the Board <br /> <br /> <br />
