5OO <br /> <br /><iii> <br /> <br />(3) Utilities <br /> <br />in the instance of elevation on piers (pilings), lots <br />are large enough to permit steps, pier foundations <br />are placed in stable soil no more than ten (10) feet <br />apart, and reinforcement is provided for piers more <br />than six (6) feet above ground level. <br /> <br /> (a) Ail new and replacement water, supply systems shall be <br /> designed to minimize or eliminate infiltration of flood <br /> waters into the systems. <br /> (b) New and replacement sanitary sewage systems shall be <br /> designed to minimize or eliminate infiltration of flood <br /> waters into the systems and discharges from the systems <br /> into flood waters. <br />(4) Subdivision Proposals <br /> (a) Ail subdivision proposals shall be consistent with the need <br /> to minimize flood damage. <br /> (b) All subdivision proposals shall have public utilities and <br /> facilities such as sewer, gas, electric and water systems <br /> located and constructed to minimize flood damage. <br /> (c) All subdivision proposals shall have adequate drainage pro- <br /> vided to reduce exposure to flood hazards. <br /> (d) Base flood elevation data shall be provided for all sub- <br /> division proposals and other proposed development which is <br /> greater than the lesser of fifty (50) lots or five (5) acres. <br />(5) Encroachments <br /> The cumulative effect of any proposed development shall not adversely <br /> affect the area of special flood hazard. This determination is to <br /> be made in accordance with Article 4, Section B (lc). <br /> <br />SECTION B. Specific Standards <br /> (1) In all areas of Special Flood Hazard where base flood elevation <br /> data has been provided as set forth in Article 4, Section B, (4), <br /> the following provisions are required: <br /> (a) Residential Construction.- New construction or substantial <br /> improvements of any residential structure (including mobile <br /> homes) shall have the lowest floor, including basement, <br /> elevated to or above the base flood elevation. <br /> (b) Non-residential Construction - New construction or substantial <br /> improvement of any commercial, industrial or other non- <br /> residential structure (including mobile homes) shall either <br /> have the lowest floor, including basement., elevated to the <br /> level of the base flood elevation or, together with attendent <br /> utility and sanitary facilities, be flood-proofed so that <br /> below the base flood level the structure is water tight <br /> with walls substantially impermeable to the passage of <br /> water and with structural components having the capability <br /> of resisting hydrostatic and hydrodynamic loads and effects <br /> of bouyancy. A Registered Professional Engineer or <br /> Architect shall certify that the standards of this sub- <br /> section are satisfied. Such certification shall be provided <br /> to the Director of Planning as set forth in Article 4, <br /> Section A, (2c). <br /> (2) Located within areas of Special Flood Hazard are extremely hazardous <br /> areas designated as Floodways by the "Flood Insurance Study for <br /> Cabarrus County" and the accompanying Flood Boundary-Floodway Maps.. <br /> In areas established as Floodways the following shall not be <br /> permitted. <br /> (a) Construction of principal and accessory buildings, including <br /> installation of mobile homes. <br /> (b) Substantial improvement, other than flood-proofing, to any <br /> building. <br /> (c) Any encroachment, including fill, which would result in any <br /> increase in the one hundred year flood level. <br /> <br />ATTEST: <br />/s/ Frankie F.
