504 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Cabarrus County Courthouse in Concord, North Carolina, on <br />Monday, April 6, 1981, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Jesse Yarbrough of the Cold Water <br />Baptist Church. <br />UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the minutes of March 16, 1981, were approved as written. <br /> Sergeant Carroll Eggers of the Cabarrus County Sheriff's Department <br />addressed the Board regarding the appointment by Sheriff J'. B. Roberts of <br />his son, Mr. John Roberts, as a deputy sheriff. Sergeant Eggers stated his <br />support of Sheriff Roberts in making this appointment and reported he had <br />a letter signed by fifty (50) deputies of the Sheriff's Department who <br />were also in favor of this appointment. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Cook with <br />Commissioners Lentz, Cook, Nash, and Payne voting for and Chairman Bonds <br />voting against, the Board approved the deputy appointment of Mr. John <br />Roberts by Sheriff J. B. Roberts in compliance with General Statutes 153A-103. <br /> Mr. Alfred Brown, Chairman of the Septic Tank Study Committee which was <br />appointed by the Cabarrus County Board of Health in August, 1980, reviewed <br />that committee's report regarding the County's Sewage Disposal Regulations <br />and outlined recommendations for improving the sewage disposal systems in <br />the County. A copy of the written report from the committee and the <br />following resolution adopted by the Board of Health were presented to the <br />Board for further consideration. <br /> <br />Whereas the Cabarrus County Board of Health is charged with the pro- <br /> tection of the public health, and; <br />~ereas the~i.Board of Health recognizes the tremendous growth potential <br /> of the county, and; <br />Whereas the Board of Health recognizes the limitations of the soils <br /> of the county to support the rapidly growing numbers of septic <br /> tank systems that are presently being permitted, and; <br />Whereas the Board of Health is aware that malfunctioning septic tank <br /> systems tend to decrease the property values of a neighborhood, <br /> as well as increasing the risk of disease to the residents, and; <br />Whereas most residents have limited space in which to repair a mai- <br /> functioning septic tank system, and; <br />Therefore the Cabarrus County Board of Health recommends that the Board <br /> of County Commissioners pursue the immediate development of a <br /> plan to provide sewer service to already densely populated areas <br /> of the county and to areas that can expect rapid growth in the <br /> next 10 years, particularly where soils are not well suited for <br /> on-site sewage disposal systems and, furthermore, that they begin <br /> to implement the plan as rapidly as reasonably possible. <br /> <br />/s/ Freeman C. Slaughter <br />Freeman Slaughter, D.D.S./Date <br /> <br /> Chairman Bonds stated that this was the day and hour scheduled for <br />a public hearing on the preliminary assessment roll for improving <br />State Road #1453, Lucky Drive, and asked if anyone were present who wished <br />to speak for or against this participative paving project. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the'Board adopted the following resolution. <br /> <br />RESOLUTION CONFIRMING ASSESSMENT ROLL <br /> FOR LOCAL IMPROVEMENTS <br /> <br /> WHEREAS, on the 2nd day of March, 1981, the Cabarrus County Board of <br />Commissioners adopted a resolution giving notice of intention to assist in <br />the financing of improvements to rural subdivision and residential streets <br />on the following road(s): <br /> <br />SR 1453 - Lucky Drive (Formerly North Drive) <br /> <br /> <br />
