531 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in budget <br />session at the Courthouse in Concord, NOrth Carolina on Wednesday, May 27, <br />1981, at 7:00 P.M. for the pu=pose of reviewing the proposed 1981-82 budget. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Prior to the Board's discussion of the proposed budget, Mr. W. S. Chandler, <br />Jr., Planning Director, reviewed several changes to the proposed Zoning Ordinance <br />which the Commissioners had agreed upon at previous work sessions. At this <br />time, the Board agreed to delete that section of the proposed ordinance per- <br />taining to yard sales. It was also the consensus of the Board to include a <br />provision in the proposed ordinance which would require screening for existing <br />junkyards. <br /> The Board also discussed the feasibility of approving a resolution requiring <br />that all building permits issued from the date of advertisement of the public <br />hea~ing for the proposed Zoning Ordinance be issued with the understanding that <br />the permit will be null and void if not in compliance with the Zoning Ordinance <br />when it is adopted by the Board. No formal action was taken at this time by the <br />Board. <br /> The Board began review of the budget requests and manager recommendations <br /> at 8:30 P.M. Departmental budgets discussed at this time included the Board of <br /> Commissioners, County Manager, Tax Collector, Tax Supervisor, and Board of <br /> Elections. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br /> unanimously carried, the Board moved to grant Mr. Charles McGinnis, County <br /> Manager, a 7 p~rcent raise for 1981-82 just like all other County employees. <br /> The Board instructed Mr. Charles McGinnis, County Manager, to pay members <br /> of the Board for the sessions which they attended regarding the proposed <br /> Zoning Ordinance. These meetings were held on May 7, May 11, May 19, and <br /> May 26, 1981. <br /> Mr. Charles McGinnis, County Manager, informed the Board that Mrs. Jennie <br /> Martin Tomlin had requested that persons attending an arts and craft show at <br /> the Old County Courthouse on Saturday be allowed to use the County parking lot. <br /> He also reported that Mrs. Shirley Helms had requested to use a portion of the <br /> parking lot at the Cabarrus County Health Department for parking on Saturday <br /> afternoon. The Board by general agreement approved these requests. <br /> There being no other business to come before the Board, the meeting was <br /> adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
