543 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County CoUrthouse in Concord, North Carolina on Monday, <br />June 15, 1981, at 7~00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> . Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Larry E. Irvin, Sr., of the Church <br />of the Living Word. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and <br />unanimously carried, the minutes of May 27, June i, June 2, and June 3, 1981, <br />were approved as written. <br /> Commissioner Nash informed the Board that Mayor Harold McEachern of <br />the City of Concord had indicated to him that members of the Concord Board <br />of Alderman were not interested in meeting with Commissioners Nash and <br />Payne to discuss the proposed license tax on dogs. <br /> Mrs. Betsy Carpenter, President of the Cabarrus Animal Protection <br />Association, was again present to request that the Board adopt the ordinance <br />levying the license tax on dogs. <br /> The motion made by Commissioner Payne and seconded by Chairman Bonds <br />to adopt the License Tax Ordinance to levy a tax on all dogs was defeated <br />with Commissioner Payne and Chairman Bonds voting for and Commissioners <br />Cook, Nash, and Lentz voting against. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board agreed, to pay a 4.60 percent contribution <br />to the Law Enforcement Officers~ Benefit and Retirement Fund for Cabarrus <br />County law enforcement officers instead of the 5.0 percent contribution <br />adopted by the Board on June 1~ 1981. This rate of contribution reflects the <br />same retirement contribution for law enforcement officers as is provided.by <br />the County for all employees. <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bond~ and <br />unanimously carried, the Board reappointed Mr. Donald Foster to the Harrisburg <br />Planning Board and Mr. Ted McCachern to the Harrisburg Zoning Board of <br />Adjustment for a three-year term. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board appointed Messrs. Billy Hatley and Lewis <br />Williams to'the Mt. Pleasant Planning and Zoning Board for a three-year term. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the Board appointed Messrs. Lacy Hurlocker and Robert <br />Byrd= Jr. to the Mt. Pleasant Zoning Board of Adjustment. <br />The Board reviewed bids which had been received for word processing <br />equipment for the Cabarrus County Health Department. Bids were as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />March 4, 1981 <br /> <br /> BIDDER BID BOND BiD AMOUNT <br />Miller Services X $14,739.00 <br />AM International X $14~907.00 <br />IBM X $71,196.00 <br /> <br /> Mr. Manuel Kiser, member of the Cabarrus County Board of Health, requested <br />that the Board award the bid as he stated the word processing equipment was <br />needed immediately at the Health Department. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz with <br />Commissioners Lentz, Cook~ and Nash voting for and Chairman Bonds and <br />Commissioner Payne voting against, the Board deferred the purchase of word <br />processing equipment for the Cabarrus County Health Department until a <br />new Health Director assumes duties at the Health Department and determines <br />what type of equipment he wants for the department. <br /> The funds appropriated for the word processing equipment in the 1980-81 <br />Health Department budget are to be carried forward in the 1981-82 budget for <br />the purchase of equipment. <br /> Chairman Bonds announced that this was the day and hour scheduled for <br />a public hearing to determine if the County would participate financially <br />in the paving improvements for Hardwood Lane, SR #1856, and asked if anyone <br />were present who Wished to speak for or against this participative paving project. <br /> Mrs. Kathleen Jones, resident of Hardwood Lane, spoke in favor of the <br />paving improvements for this road. No one appeared in opposition to the <br />participative paving project. <br /> <br /> <br />
