559 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session at the A. L. Brown High School Auditorium in Kannapolis, North <br />Carolina, on Wednesday, July 8, 1981, at 7:00 p.m. for the purpose of conduct- <br />ing a public hearing on the proposed Zoning Ordinance. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Planning Board present for the meeting were <br />as follows. <br /> Ms. Cynthia Bostick <br /> Mr. Frank Rankin <br /> Mr. John H. Cline <br /> Mr. Raiford Troutman <br /> <br /> Chairman Bonds called the meeting to order and stated that all input <br />received from the audience regarding the proposed Zoning Ordinance would be <br />looked at objectively by members of the Board. <br /> Mr. Jay Nodine served as moderator for the public hearing. <br /> Mr. Bill Maskall, representative of the North Carolina Manufactured <br />Housing Institute, stated support of the principle of zoning but objected to <br />the restrictions pertaining to manufactured housing in the proposed ordinance. <br /> Mr. Floyd Wilson of Lentz Harness Road opposed manufactured housing restrictions <br />and requested a land use regulation system geared to accommodate manufactured <br />housing in the County. <br /> Mr. Wally Safrit, representative of the Kannapolis Chamber of Commerce, <br />reported that Mr. Robert Leary, planning consultant hired by the Chamber had <br />pointed out problems in the proposed ordinance relating to use classification <br />and definitions and had stated the document needed "fine tuning". A final <br />recon~endation from the Chamber will be presented to the Board within two weeks. <br />Mr. Safrit personally objected to the ordinance in its present form. <br /> Ms. Carol Cooke of Stirewalt Road supported zoning for the reasons of <br />economics, asthetics, and health. <br /> Mr. Phillip Smith, Executive Director of the Concord Chamber of Commerce, <br />supported zoning, stating it was imperative for County to have written regulations <br />to govern the proper use of the land and to protect its residents. <br /> Ms. Geneva Johnson of 915 Utah Street in Kannapolis was in favor of zoning <br />regulations if it would help to improve the appearance of her community. <br /> Mr. Bill Powlas of Route 2, Concord, objected to any regulations on an <br />individual's property and opposed restrictions limiting the sale of a business <br />in a non-conforming use district to members of one's family. He asked that <br />the zoning issue be brought to a vote of the people of the County. <br /> Mr. Brian Baldwin of Providence Drive in Kannapolis favored zoning, stating <br /> zoning regulations would help protect an individual's home and surrounding <br /> community. <br /> Mrs. Brice Willeford of Kannapolis supported zoning for the prevention of <br /> any future unorganized growth of Kananpolis and Cabarrus County. <br /> Mrs. Wo A. Brown of Kannapolis spoke in favor of the passage of the Zoning <br /> Ordinance for reasons of health, financial, and asthetic values. <br /> Mr. H. Bo Robertson of Kannapolis supported the enactment of the proposed <br /> Zoning Ordinance. <br /> Mr. Phil Lippard of Kannapolis objected to the height regulations and <br /> restrictions on the dimensions of a lot. <br /> Mr. James Sheppard denounced the Zoning Ordinance, stating it was taking <br /> freedom away from the people. He specifically objected to restrictions on <br /> trailers and the number of chickens allowed to be raised on a lot and requested <br /> that the people in the County be allowed to vote on the issue. <br /> Mr. Harold Brown, non-resident of the County, objected to the concept of <br /> zoning and urged the Board to call for a vote of the people on the zoning issue. <br /> Ms. Naomi Tillman of Brantley Road in Kannapolis asked for the enactment <br /> of zoning regulations for the protection of the people in the County. <br /> Mr. Rusty Smith of Rimertown objected to restrictions on the sale or <br /> expansion of a business presently in operation in a non-conforming use district. <br /> Mr. Jack Shepherd opposed strict mobile home regulations which he stated <br /> would impose a hardship on young people in the County. <br /> Mr. Julian McDowell of the Odell Community opposed any restrictions on an <br /> individual's private property. <br /> <br /> <br />
