572 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in called <br />session at 7:00 P.M. on Monday, JulY 27, 1981, at the County Courthouse <br />in Concord, North Carolina, for the purpose of reviewing the Zoning <br />Ordinance. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Planning Board present for the meeting <br />were as follows. <br /> <br />Ms. Cynthia Bostick <br />Mr. John Cline <br />Mr. Frank Rankin <br />Mr. Billy Plummer <br /> <br /> In the absence of the Clerk to the Board of Commissioners, the minutes <br />were recorded by Ms. Cathie K. Isenhour. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Board moved to go into Executive Session to <br />discuss a personnel matter. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and <br />unanimously carried, the Executive Session was terminated. <br /> Commissioner Lentz stated the Executive Session was to discuss the <br />Cabarrus County Ambulance Service and Tax Collector. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne <br />with Commissioners Lentz, Payne, and Nash and Chairman Bonds voting for <br />and Commissioner Cook voting against, the Board voted to discontinue the <br />position of Ambulance Director, to hire a fulltime secretary at the <br />Ambulance Service, and to put the Ambulance Service under the direction <br />of the Cabarrus County Emergency Services Director, Mr. Ben Mabrey. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz <br />and unanimously carried, the Board directed that the lot length to lot <br />width ratio be strickened from the proposed Zoning Ordinance. <br /> The Board discussed issues brought up by citizens regarding the <br />proposed Zoning Ordinance at the public hearings. Changes to the ordinance <br />agreed upon by the Board during the meeting included the following: <br /> <br />(1) Conditionally permit mobile homes in R-15 and R-9 zones. <br /> <br />(2) <br /> <br />Delete the following sentence from Section 3.1-2 of the A-2 <br />district and Section 3.2-2 of the A-1 district: "Written <br />assurance shall be provided to the Zoning Official that such <br />dwellings are not rental units, and periodic verification may <br />be required." <br /> <br />(3) <br /> <br />Increase the required setback in residential area by one (1) <br />foot for every foot the structure is over the specified maximum <br />height. In all other districts, increase the required setback <br />by one-half (½) foot for each foot a structure is over the <br />specified maximum height. <br /> <br />(4) <br /> <br />Revise Section 4.8 pertaining to the minor division of property <br />to state that this paragraph was intended to divide tracts <br />of land among family members and not just into two parcels of <br />land. <br /> <br />(5) <br /> <br />Delete the following from Section 6.6 pertaining to repairs and <br />maintenance of a nonconforming structure: "to an extent not <br />exceeding ten (10) percent of the current assessed value of the <br />nonconforming structure or nonconforming portion of the structure <br />as the case may be". <br /> <br />(6) <br /> <br />(7) <br /> <br />Set no time limit on how long it takes to replace the trailers <br />in a nonconforming trailer park as long as at least one (1) trailer <br />stays in the park. <br /> <br />Delete item two (2) of Section 5.8-C which allowed one (1) commercial <br />panel or commercial pick-up truck to park on a lot in any <br />residential district. Insert provision which would prohibit <br />the parking of trucks larger than two (2) tons in residential <br />districts. <br /> <br /> <br />
