583 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in called <br />session at 7:00 P.M. on Tuesday, August 4, 1981~ at the County Courthouse <br />in Concord, North Carolina, for the purpose of reviewing the proposed <br />Zoning Ordinance. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy Ro Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Planning Board present for the meeting <br />were as follows: <br /> <br />Ms. Cynthia Bostick <br />Mr. Billy Plummer <br />Mr. John Cline <br />Mr. Frank Rankin <br /> <br /> The Board reviewed the various types of manufactured housing now <br />available. It was agreed by the Board that modular homes should be given <br />the same consideration as a regular "stick-built" house. Those homes <br />constructed with a chassis and movable on the road from site to site were <br />defined as mobile homes or manufactured housing. After discussion of the <br />districts in which mobile homes should be allowed, the Board approved the <br />following changes to the Zoning Ordinance. <br /> <br />(1) Delete one mobile home as a conditional use in R-40 District. <br /> <br />(2) <br /> <br />Revise Section 3.7-3 pertaJrdng to conditional uses in R-9, to <br />read: "Ail conditional uses allowed in the R-15 District except <br />mobile home parks and mobile home subdivisions." <br /> <br />(3) <br /> <br />Insert the following under Section 3.6-3 Conditional Uses of <br />R-15 Single-Family Residential District: Mobile home parks and <br />mobile home subdivisions. <br /> <br />(4) <br /> <br />Permit Class A mobile homes in R-7.2 Single Family Residential <br />District. A "Class A" mobile home was tentatively defined as a <br />double-wide trailer with masonry foundation and siding which con- <br />forms to other structures in the area. <br /> <br /> For the remainder of the meeting, the Board discussed letters received <br />by them from individual citizens and businesses in the County. After <br />reviewing the letters, the Board declined to make any changes to the <br />conditional uses for R-40 or to set up Historic Districts at the present <br />time. However, the Board approved the following changes as a result of <br />the letters. <br /> <br />(1) Revise off-street parking requirements in Section 5.8 to a <br /> minimum length of 19 feet and a minimum width of 9 feet. <br /> <br />(2) <br /> <br />List the following as permitted uses in Section 3.15-2 for the <br />C-3 General Business Districts: Retail establishments such as <br />department, clothing, fabric, shoe, variety, notion, drug, <br />hardware, furniture, appliance, floor covering, paint, antique, <br />art goods, jewelry, gift, music, toy, sporting goods, book and <br />stationery, magazine, candy, tobacco, pet and hobby and craft <br />stores, and similar retail establishments. <br /> <br /> The Board briefly discussed the sale of a business in a non-conforming <br />district. No decision was reached regarding this issue and the Board agreed <br />to discuss the matter further at the next meeting. <br /> The Board agreed to postpone the regular meeting of the Board of <br />Commissioners scheduled for 7:00 P.M. on Monday, August 17, 1981 until <br />7:00 P.M. on Monday, August 24, 1981. The Board will meet in called <br />session with the Planning Board at 7:00 P.M. on Monday, August 17, 1981, <br />to continue review of the proposed Zoning Ordinance. <br /> <br /> <br />
