590 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Tuesday, <br />September 8, 1981, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend L. D. Aldridge of Word of Life <br />Assembly. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br />unanimously carried, the minutes of August 20 and August 24, 1981, were <br />approved as written. <br /> Mr. Bob Melton, General Manager of Vision Cable of Metrolina, appeared <br />before the Board to present reaction to the information reported by Mr. <br />Archie Barnhardt at the last Board meeting.regarding pole use on Winecoff <br />School Road. He reviewed correspondence between Vision Cable and Mr. <br />Barnhardt's attorney and outlined events which had occurred since February, <br />1981. Mr. Melton informed the Board that, according to representatives <br />of Duke Power Company, all poles in question on Mr. Barnhardt's property <br />are owned by Duke Power Company and Vision Cable had entered into a pole <br />attachment agreement with Duke Power to attach service lines to that <br />company's poles. He reported that, after receiving a request from Mr. <br />Barnhardt's attorney to remove the cable from the property, company <br />employees had attempted to do so but had been threatened at the trailer <br />park and denied entry to Mr. Barnhardt's property to remove the cable. <br />Mr. Melton stated that at this time Vision Cable was interested in either <br />providing cablevision service to the residents in the trailer park or <br />removing the company's cable from Mr. Barnhardt's property. The Board <br />received Mr. Melton's report as information and no action was taken. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne <br /> and unanimously carried, the Board deferred the appointment to the Jury <br /> Commission until the next meeting to allow each Commissioner an opportunity <br /> to think in terms if Ms. Dale Nixon should be reappointed to another term <br /> on the Jury Commission or if there is someone else the Commissioners would <br /> like for the Board to consider for this appointment. <br /> Mr. Charles McGinnis, County Manager, reported that bids received for <br /> the sale of the portable cattle chute were as follows. <br /> <br />LEGAL ADVERTISEMENT DATE: <br />August 12, 1981 <br /> <br /> Bidder <br />Jack Holder <br />Post Office Box 5651 <br />Charlotte, N. C. 28208 <br /> <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the sale of the portable cattle <br />chute to the high bidder, Mr. Jack Holder, in the amount of $200.00. <br /> Mr. Charles D. McGinnis, County Manager, reviewed the request from <br />Ms. Rebecca Yarbrough, Emergency Medical Services (EMS) Program Administrator <br />with the Centralina Council of Governments, that the Board of Commissioners <br />appoint a local technical committee to make recommendations regarding the <br />final system design and procurement of EMS Communications equipment made <br />available to the County through the region's EMS grant award. He <br />recommended the appointment of Mr. John Bowles of Cabarrus Memorial Hospital, <br />Lt. Howard Scarboro of the Communications Center, and Mr. Ben Mabrey, Director <br />of Emergency Services, to the local committee. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and <br />unanimously carried, the Board approved the appointment of Mr. John Bowles <br />of Cabarrus Memorial Hospital, Lt. Howard Scarboro of the Communications <br />Center, and Mr. Ben Mabrey, Director of Emergency Services, to the steering <br />committee to aid in the local design and procurement of Emergency Medical <br />Services (EMS) communications equipment for Cabarrus County for participation <br />in the regional EMS grant award. <br /> <br /> <br />
