595 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />September 21, 1981, at 7:00 P.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Garland Young of Central United <br />Methodist Church. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of September 8, 1981, were approved as <br />written. <br /> Mr. Fred Pilkington, Health Director, reviewed problems of the County <br />Health Department regarding the Jail Health Plan. The basic problems involved <br />an overload on clinics at the Health Department with the family nurse <br />practitioner conducting screening clinics at the jail three days a week, <br />liability on the family nurse practitioner without direct supervision of a <br />physician, and the questionable health problems identified by the prisoners <br />at the screening clinics. Mr. Pilkington outlined the proposed Jail Health <br />Plan which would provide for the hiring of a part-time nurse to conduct <br />screening clinics for prisoners with health problems twice weekly and for <br />24-hour physician backup to the jail by H & M Medical Clinic for referral, <br />consultation, and treatment purposes. No action was taken by the Board <br />pending approval of the proposed plan by the Board of Health. <br /> Commissioner Nash nominated Ms. Nancy M. Barbee for appointment to the <br />Jury Commission. Ms. Dale Nixon was nominated by Commissioner Lentz for <br />reappointment to the Jury Commission. <br /> Voted for Ms. Dale Nixon - Chairman Bonds and Commissioners Cook and <br /> Lentz <br /> Voted for Ms. Nancy Barbee - Commissioners Nash and Payne <br /> The Board reappointed Ms. Dale Nixon to the Jury Commission for a two- <br />year term ending September 30, 1983. <br /> Mr. Farrar Griggs, attorney representing residents of Meadow Street in <br />Kannapolis, asked the Board to deny the request to allow a second mobile <br />home on the lot at the corner of Universal and Meadow Street on which a <br />duplex and one mobile home are presently located. <br /> Mr. Clinton Forbis, attorney representing Mr. Howard Wyrick, again <br />appealed decision of the County Building Inspector regarding the interpretation <br />of the Residential Minimum Lot Sizes Ordinance. He contended that based on <br />his interpretation of the ordinance there was sufficient square footage for <br />a duplex and two mobile homes on the lot at Universal and Meadow Street. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board denied the request to allow a duplex and two <br />mobile homes on the lot at the corner of Universal and Meadow Street in <br />Kannapolis. <br /> Mr. John R. Boger, County Attorney, reported that a hearing for the <br />civil case against Ms. Ethel Honeycutt was scheduled for September 24, 1981. <br />He stated that any agreement reached in the case would be presented to the <br />Board for final approval. <br /> Ms. Betsy Carpenter, President of the Cabarrus Animal Protection Association, <br />informed the Board that the dogs belonging to Ms. Ethel Honeycutt continued <br />to be a nuisance in the neighborhood. She requested that she be involved in <br />any settlement which might be reached between the County and Ms. Honeycutt <br />as she has filed a cruelty to animals suit against Ms. Honeycutt to be heard <br />on September 30, 1981. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the acceptance of the grant award <br />of $15,000.00 by the North Carolina Department of Administration for the <br />Land Records Management Program and amended the Planning Department/Land <br />Records Section budget to accept this revenue. <br /> Mr. Charles D. McGinnis, County Manager, presented the list of property <br />which is no longer in usable condition by the County agencies.. He reported <br />that several of the law enforcement vehicles listed as surplus property <br />would be put back into service due to recent problems with County vehicles. <br />Mr. McGinnis also informed the Board that the Department of Social Services <br />had requested a County-owned vehicle for employees to use for out-of-town <br />trips. <br /> <br /> <br />
