<br /> Thereupon, Commissioner Cook introduced the following resolution which

<br />RESOLUTION OF APPROVAL IN PRINCIPLE OF AN INDUSTRIAL
<br />AND MANUFACTURING PROJECT IN CABARRUS COUNTY, NORTH
<br />CAROLINA, TO BE FINANCED FOR LAURA LEN, INC. BY
<br />NOT EXCEEDING $1,400,000 AGGREGATE PRINCIPAL AMOUNT
<br />OF BONDS OF THE CABARRUS COUNTY INDUSTRIAL FACILITIES
<br />AND POLLUTION CONTROL FINANCING AUTHORITY
<br />
<br />BE IT RESOLVED by the Board of Commissioners for the County of Cabarrus:
<br />
<br /> Section 1. The proposed industrial and manufacturing project in
<br />Cabarrus County, North Carolina, consisting of construction and equipPing
<br />of a manufacturing plant and related office space aggregating approximately
<br />88,000 square feet to be owned and operated by Laura Len, Inc. in Concord,
<br />North Carolina, which will constitute a textile cutting and sewing plant to
<br />be financed for Laura Len, Inc., by not exceeding $1,400,000 aggregate
<br />principal amount of bonds of The Cabarrus County Industrial Facilities and
<br />Pollution Control Financing Authority is hereby approved in principle.
<br />
<br /> Section 2. The Clerk to the Board of Commissioners for the County
<br />of Cabarrus, North Carolina, is directed to file a certified copy of this
<br />resolution with the Department of Commerce.
<br />
<br /> Section 3. This resolution shall take effect immediately upon its
<br />passage.
<br />
<br /> Commissioner Nash moved passage of the foregoing resolution entitled
<br />"APPROVAL IN PRINCIPLE OF AN INDUSTRIAL AND MANUFACTURING PROJECT IN
<br />CABARRUS COUNTY, NO~rH CAROLINA, TO BE FINANCED FOR LAURA LEN, INC., BY
<br />NOT EXCEEDING $1,400,000 AGGREGATE PRINCIPAL AMOUNT OF BONDS OF THE CABARRUS
<br />COUNTY INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY",
<br />seconded by Commissioner Cook, and passed by the following vote.
<br /> Ayes: Commissioners Bonds, Nash, Cook, Lentz, and Payne
<br /> Noes: None
<br />
<br /> John R. Boger, Jr., Counsel for the County of Cabarrus, then announced
<br />that action by the County designating Helms, Mulliss and Johnston, Charlotte,
<br />North Carolina, as bond counsel for the Authority was appropriate. He notes
<br />that the Charlotte firm had acted as bond counsel in connection with numerous
<br />bond issues throughout the State of North Carolina. Helms, Mulliss and
<br />Johnston has not and does not represent Laura Len, Inc.
<br /> Thereupon, Commissioner Nash introduced the following Resolution:

<br />BE IT RESOLVED BY THE COUNTY OF CABARRUS THAT THE LAW FIRM OF
<br />HELMS, MULLISS AND JOHNSTON BE AND HEREBY IS APPROVED AS BOND
<br />COUNSEL IN CONNECTION WITH THE FINANCING OF INDUSTRIAL AND
<br />MANUFACTURING PROJECTS BY THE AUTHORITY, INCLUDING A MANUFACTUR-
<br />ING PROJECT FOR LAURA LEN, INC. BY THE CABARRUS COUNTY INDUSTRIAL
<br />FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY.
<br />
<br /> Thereupon, on motion of Commissioner Nash, seconded by Commissioner
<br />Coo'k, the foregoing resolution was passed by the following vote:
<br /> Ayes: Commissioners Bonds, Nash, Cook, Lentz, and Payne
<br /> Noes: None
<br />
<br /> Mr. Charles McGinnis, County Manager, reported that he and Mr. John
<br />R. Boger, Jr., County Attorney, had examined the bid specifications for tax maps
<br />for Cabarrus County. He stated that it had been determined that the County
<br />had not received line drawn base maps of the County as the specifications
<br />did not provide for the purchase of these maps by Cabarrus County.
<br /> Mr. Charles McGinnis, County Manager, informed the Board that final
<br />inspection of the County Service Garage would be held on Monday, September 28,
<br />1981, at 2:30 P.M. He reported that County departments assigned vehicles
<br />had been notified that the garage was now in operation and all County-owned
<br />vehicles were to be taken to the garage for repair and/or maintenance work.
