621 The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, North Carolina, on Monday, December 7, 1981, at 9:30 A.M. Present - Chairman: Ralph C. Bonds Commissioners: J. Harold Nash Troy R. Cook James W. Lentz Kenneth F. Payne The invocation was given by Reverend Richard B. Jarrett of the Mt. Olivet United Methodist Church. UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and unanimously carried, the minutes of November 16, November 23, and December 1, 1981, were approved as written. Mr. Charles D. McGinnis, County Manager, presided over the reorganization of the Cabarrus County Board of Commissioners. Commissioner Cook made motion to nominate Commissioner Nash for Chairman of the Board. Commissioner Nash withdrew his name from consideration for Chairman. Commissioner Nash made motion, seconded by Commissioner Payne, to nominate Commissioner Bonds for Chairman. The motion made by Commissioner Nash to close nominations for Chairman failed for lack of second. Commissioner Lentz made motion to nominate Commissioner Payne for Chairman. Commissioner Payne withdrew his name from consideration for Chairman. The motion made by Commissioner Lentz to nominate Commissioner Cook for Chairman failed for lack of second. Commissioner Payne made motion, seconded by Commissioner Lentz, to nominate Commissioner Lentz for Chairman. UPON MOTION of Commissioner Nash, seconded by Commissioner Bonds with Commissioners Nash, Bonds, and Cook voting for and Commissioners Lentz and Payne voting against, the Board moved to recess for five minutes for general conversation. UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and unanimously carried, the nominations for Chairman were closed. Commissioner Bonds was elected Chairman of the Cabarrus County Board of Commissioners by the following vote. Voted for Commissioner Lentz - Commissioners Payne and Lentz Voted for Commissioner Bonds - Commissioners Nash, Cook, and Bonds Commissioner Payne made motion, seconded by Commissioner Lentz, to nominate Commissioner Lentz for Vice-Chairman. Chairman Bonds made motion, seconded by Commissioner Cook, to nominate Commissioner Nash for Vice-Chairman of the Board. UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and unanimously carried, the nominations for Vice-Chairman were closed. Commissioner Nash was elected Vice-Chairman of the Board by the following vote. Voted for Commissioner Nash - Chairman Bonds and Commissioners Cook and Nash Chairman Bonds announced that the Board would adjourn at 12:00 P.M. for lunch and a tour of the Philip Morris facility. Sheriff J. B. Roberts requested additional matrons for the County Jail to alleviate the problems created by the excessive number of out-of-town trips to transport mentally ill patients to institutions during the night. There is presently no facility in the County where these patients can be held until they can be transported to Raleigh during the regular workday. Sheriff Roberts also informed the Board that at times it was necessary for the office personnel from the Kannapolis Police Department and personnel from the Records Division of the Sheriff's Department to leave their positions unattended to work in the jail or accompany the patients on the out-of-town trips. UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and unanimously carried, the Board postponed action regarding additional matrons until the next meeting and requested Commissioner Nash, Commissioner Lentz, County Manager Charles McGinnis, County Attorney John R. Boger, Jr., and Sheriff J. B. Roberts to investigate the matter to determine what solution can be worked out for this problem.
