621 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina, on Monday, December 7, <br />1981, at 9:30 A.M. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Richard B. Jarrett of the Mt. Olivet <br />United Methodist Church. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of November 16, November 23, and December 1, <br />1981, were approved as written. <br /> Mr. Charles D. McGinnis, County Manager, presided over the reorganization <br />of the Cabarrus County Board of Commissioners. <br /> Commissioner Cook made motion to nominate Commissioner Nash for Chairman <br />of the Board. Commissioner Nash withdrew his name from consideration for <br />Chairman. <br /> Commissioner Nash made motion, seconded by Commissioner Payne, to <br />nominate Commissioner Bonds for Chairman. <br /> The motion made by Commissioner Nash to close nominations for Chairman <br />failed for lack of second. <br /> Commissioner Lentz made motion to nominate Commissioner Payne for <br />Chairman. Commissioner Payne withdrew his name from consideration for <br />Chairman. <br /> The motion made by Commissioner Lentz to nominate Commissioner Cook for <br />Chairman failed for lack of second. <br /> Commissioner Payne made motion, seconded by Commissioner Lentz, to <br />nominate Commissioner Lentz for Chairman. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Bonds with <br />Commissioners Nash, Bonds, and Cook voting for and Commissioners Lentz and <br />Payne voting against, the Board moved to recess for five minutes for <br />general conversation. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the nominations for Chairman were closed. <br /> Commissioner Bonds was elected Chairman of the Cabarrus County Board <br />of Commissioners by the following vote. <br /> <br />Voted for Commissioner Lentz - Commissioners Payne and Lentz <br />Voted for Commissioner Bonds - Commissioners Nash, Cook, and Bonds <br /> <br /> Commissioner Payne made motion, seconded by Commissioner Lentz, to <br />nominate Commissioner Lentz for Vice-Chairman. <br /> Chairman Bonds made motion, seconded by Commissioner Cook, to nominate <br />Commissioner Nash for Vice-Chairman of the Board. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Cook and <br />unanimously carried, the nominations for Vice-Chairman were closed. <br /> Commissioner Nash was elected Vice-Chairman of the Board by the following <br />vote. <br /> <br />Voted for Commissioner Nash - Chairman Bonds and Commissioners Cook and <br /> Nash <br /> <br /> Chairman Bonds announced that the Board would adjourn at 12:00 P.M. <br />for lunch and a tour of the Philip Morris facility. <br /> Sheriff J. B. Roberts requested additional matrons for the County Jail <br />to alleviate the problems created by the excessive number of out-of-town <br />trips to transport mentally ill patients to institutions during the night. <br />There is presently no facility in the County where these patients can be <br />held until they can be transported to Raleigh during the regular workday. <br />Sheriff Roberts also informed the Board that at times it was necessary for <br />the office personnel from the Kannapolis Police Department and personnel from <br />the Records Division of the Sheriff's Department to leave their positions <br />unattended to work in the jail or accompany the patients on the out-of-town <br />trips. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash and <br />unanimously carried, the Board postponed action regarding additional matrons <br />until the next meeting and requested Commissioner Nash, Commissioner Lentz, <br />County Manager Charles McGinnis, County Attorney John R. Boger, Jr., and <br />Sheriff J. B. Roberts to investigate the matter to determine what solution <br />can be worked out for this problem. <br /> <br /> <br />
