623 <br /> <br /> The Board observed a moment of silence in commemoration of the fortieth <br />anniversary of the bombing of Pearl Harbor. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board adopted the following resolution. <br /> <br /> WHEREAS, today, December 7, 1981, is the fortieth anniversary of the <br />attack on Pearl Harbor during which many Americans gave their lives in the <br />defense of our Country; <br /> <br /> AND WHEREAS, America's entry in the Second World War resulted from said <br />attack, and in said war countless other Americans gave their lives in our <br />defense; <br /> <br /> AND WHEREAS, it is fitting and proper that all Americans should pause to <br />remember said attack and the gallant Americans who defended our freedom and <br />it is fitting and proper that the Board of Commissioners of Cabarrus County <br />should remember Pearl Harbor and express its appreciation to those who fought <br />for us; <br /> <br /> NOW, THEREFORE, the Board of Commissioners for Cabarrus County hereby <br />officially notes that this 7th day of December, 1981, is the fortieth <br />anniversary of the attack on Pearl Harbor and expresses its gratitude to all <br />Americans who have fought and died for our freedom. <br /> <br /> Mr. O'Niel Turner, Veteran's Service Officer for Cabarrus County, <br />expressed appreciation to the Board on behalf of the veterans of Cabarrus <br />County. <br /> Mr. Fred Pilkington, Health Director, expressed the need for minority <br />representation on the Cabarrus County Board of Health, additional female <br />representation, and more County-wide representation involving the areas of <br />Mt. Pleasant, Midland, and Harrisburg. <br /> Commissioner Nash nominated Mr. Kenneth B. Crowell of Kannapolis for <br />appointment to the Cabarrus County Board of Health. <br /> Commissioner Cook nominated Ms. Jesse F. Blackwelder for the Board of <br />Health. <br /> Chairman Bonds nominated Mrs. Bertha Williams for the Board of Health. <br /> Commissioner Lentz nominated Mr. John V. Lentz and Mr. Vernon A. Russell <br />for the Board of Health. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board closed nominations for the Board of Health. <br /> The voting for members of the Board of Health was as follows. <br /> <br />Mr. Vernon Russell - Commissioner Lentz <br />Mr. John V. Lentz - Commissioners Lentz, Payne, and Bonds <br />Mrs. Bertha Williams - Chairman Bonds and Commissioners Lentz, Payne, <br /> Cook, and Nash <br />Ms. Jesse F. Blackwelder - Commissioners Cook and Nash <br />Mr. Kenneth B. Crowell - Chairman Bonds and Commissioners Nash, Cook, <br /> and Payne <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br />unanimously carried, the Board agreed to the unanimous appointment of Mr. <br />John V. Lentz, Mrs. Bertha Williams, and Mr. Kenneth B. Crowell to the <br />Cabarrus County Board of Health for a three-year term ending December 31, <br />1984. These members represent the public-spirited citizens appointments <br />to the Board of Health. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board approved the appointment of Mr. L. D. <br />Coltrane, II, Mr. Philip H. Smith, Sr., and Mr. Walter M. Safrit, II, as <br />representatives from Cabarrus County to the Certified Development Corporation <br />under the Centralina Council of Governments. <br /> Ms. Deborah J. Clarke, Chairperson of the Cabarrus County Community <br />Based Alternatives (CBA) Task Force, presented a request for. the recerti- <br />fication'of the Cabarrus County CBA Task Force. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the submission of the application <br />for certification of the Cabarrus County CBA Task Force and authorized <br />Chairman Ralph Bonds and County Manager Charles McGinnis to sign the <br />application for certification of the CBA Task Force. <br /> <br /> <br />
