The Board of Commissioners for the.County of Cabarrus met at 6:30 P.M. on <br />Wednesday, January 6, 1982, at the County Courthouse in Concord, North Carolina <br />for the purpose of reviewing the proposed Minimum Housing Code. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> Members of the Cabarrus County Plnaning Board present for the meeting were <br />as follows. <br /> <br />Mr. Billy Plummer <br />Mr. John Cline <br />Mr. Jack Rankin <br />Mr. Raiford Troutman <br /> <br /> Chairman Bonds stated that the Board of Commissioners had concluded its <br />review of the proposed Zoning Ordinance and Atlas as certified by the Planning <br />Board during the called meeting on Tuesday, January 5, 1982, and would review <br />the proposed Minimum Housing Code at this time. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board agreed to discuss the proposed Minimum Housing <br />Code. <br /> It was the general consensus of all members present that some type of <br />Minimum Housing Code is needed in Cabarrus County in order to clean up dilapidated <br />and damaged houses which are unfit for human habitation. <br /> The Board reviewed the proposed Minimum Housing Code and approved changes <br />to be made to the ordinance prior to the public hearing on January 25, 1982. <br /> The Board agreed to delete "basement walls" from Paragraph 7 of Section IV - <br />Minimum Standards for Structural Condition. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Nash with <br />Commissioners Cook, Nash, Payne, and Chairman Bonds voting for and Commissioner <br />Lentz voting against, the Board agreed to substitute the word "should" for the <br />word "shall" in Paragraphs 1 and 2 under Subsection a of Section V - Minimum <br />Standards for Basic Plumbing, Heating and Electrical Equipment and Facilities, <br /> <br />to amend Paragraph 3 of Section v(a) to read "all existing plumbing fixtures .... ", <br />and to substitute the word "existing" for the word "required" in Paragraph 4 <br />of Section V(a). <br /> The Board agreed to delete the following sentence of Paragraph 1 of Section <br />V(c) pertaining to the minimum standards of basic electrical equipment and <br />facilities. <br /> <br />In the event wall or ceiling light fixtures are not provided in any <br />habitable room, then each such habitable room shall contain at least <br />three (3) floor or wall-type electric convenience receptacles. <br /> <br /> The Board agreed that Parag~aph~i~(a) of Section VI - Minimum Standards for <br />Ventilation should read as follows. <br /> <br />(a) <br /> <br />General. Every habitable room shall have at least one window or <br />skylight facing directly to the outdoors unless approved by the <br />housing director. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the Board deleted the last sentence of Section VIII(a) - <br />Exterior foundation, walls and roofs. <br /> UPON MOTION of Commissioner Cook, seconded by Chairman Bonds and unanimously <br />carried, the Board agreed to take the proposed Minimum Housing Code as reviewed <br />and amended by the Board of Commissioners to the public hearing on January 25, <br />1982. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board agreed for Chairman Bonds to preside at the <br />public hearing on the proposed Minimum Housing Code on January 25, 1982. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br />unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
