31

Commissioner Cook made motion, seconded by Commissioner Lentz, to proceed
with the relocation of the Communications Center. No vote was taken for
this motion.
Sheriff J. B. Roberts reported that a minimum of four additional personnel
would be needed to control the doors to the jail and answer the non-emergency
telephone on the street level of the Law Enforcement Building if the Communi-
cations Center is moved from its present location. He also cited a need for
additional personnel to operate the new equipment, increased office space and
evidence storage area for the Sheriff's Department, an additional recorder and
expansion of the jail. '
UPON SUBSTITUTE MOTION of Commissioner Payne, seconded by Commissioner
Lentz with Commissioners Payne, Lentz, and Nash voting for and Chairman
Bonds and Commissioner Cook voting against, the Board instructed Mr. Charles
McGinnis, County Manager, to contact the company which has the communications
equipment in storage and acertain if the County can obtain an extension
for installing the equipment and the cost involved with the extension in
order for the Board to explore the matter further and determine what
additional equipment and personnel will be needed by the Sheriff's
Department if the Communications Center is relocated.
UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and
unanimously carried, the Board adopted resolution stating that Cabarrus
County would like for the Centralina Council of Governmen~ to continue to
aid this County in preparing grant applications rather than having the
State of North Carolina assume the responsibility for preparing the application
on behalf of the County.
Mr. Paul Lentz, Vocational Director of the Cabarrus County and Concord
City Schools, briefly reviewed the history of adult education in the County
and the authority of the State Board of Community Colleges. He stated that
the main issue of the controversy between Rowan Technical College and Stanly
Technical College centered around financial matters rather than the duplication
of services. Mr. Lentz stated that the citizens of the County could benefit
from both institutions serving the County.
UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and
unanimously carried, the Board moved to go into Executive Session to discuss
the acquisition of land.
UPON MOTION of Commissioner Lentz, seconded by Commissioner Nash and
unanimously carried, the Executive Session was terminated.
Chairman Bonds reported that no action was taken during the Executive
Session.
There being no further business to come before the Board, the meeting
was adjourned.

Clerk to the Board
