40 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, at 9:30 A.M. on Monday, March 1, 1982. Present - Chairman: Ralph C. Bonds Commissioners: J. Harold Nash Troy R. Cook James W. Lentz Kenneth F. Payne The invocation was given by Reverend Jerry W. Townsend, Sr., of Calvary Baptist Church. UPON MOTION of Commissioner Cook, seconded by Commissioner Payne and unanimously carried, the minutes of February 15, 1982, were approved as written. The Chairman announced that this was the hour and day fixed by the Board of Commissioners for the public hearing upon the orders entitled: "ORDER AUTHORIZING $17,300,000 SANITARY SEWER BONDS" and "ORDER AUTHORIZING $7,700,000 WATER BONDS", and that the Board of Commissioners would immediately hear anyone who might wish to be heard on the questions of the validity of said orders or the advisability of issuing said bonds. No one appeared, either in person or by attorney, to be heard on the questions of the validity of said orders or the advisability of issuing said bonds and the Clerk of the Board of Commissioners announced that no written statement relating to said questions had been received, except Archie Barnhardt, residing at Concord, N. C., who appeared in person and stated that, in his opinion, water and sewer projects were needed, that the Commissioners should tell the people the cost of the bonds, and that the project should be built on a pay-as-you-go basis; and Bill Powlas, residing on the Macedonia Church Road, Concord, N. C., who appeared in person and stated that he was not against the water and sewer project, but he was against the bonds. In his opinion, the project should be built on a pay-as-you-go basis. Ail of the foregoing statements were duly considered by the Board of Commissioners. Thereupon, upon motion of Commissioner Payne, seconded by Commissioner Lentz and carried, the order introduced and passed on first reading on February 15, 1982 entitled: "ORDER AUTHORIZING $17,300,000 SANITARY SEWER BONDS" was read a second time and placed upon its final passage. The vote upon the final passage of said order was: Ayes: Commissioners Nash, Lentz, Cook and Payne and Chairman Bonds Noes: None The Chairman then announced that the order entitled: "ORDER AUTHORIZING $17,300,000 SANITARY SEWER BONDS" had been adopted. Thereupon, upon motion of Commissioner Lentz, seconded by Commissioner Payne and carried, the order introduced and passed on first reading on February 15, 1982 entitled: "ORDER AUTHORIZING $7,700,000 WATER BONDS" was read a second time and placed upon its final passage. The vote upon the final passage of said order was: Ayes: O~mmi~ioners Nash, Lentz, Cook and Payne and Chairman Bonds Noes: None The Chairman then announced that the order entitled: "ORDER AUTHORIZING $7,700,000 WATER BONDS" had been adopted. The Clerk of the Board of Commissioners was thereupon directed to publish each of the foregoing orders, together with the appended statement as required by The Local Government Bond Act, as amended, once in The Concord Tribune. Chairman Bonds presented a plaque to Mr. Robert Herndon and Mr. Jay Nodine in appreciation for their services in moderating the public hearings on the Cabarrus County Zoning Ordinance.
