47 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina on Monday, <br />March 15, 1982, at 7:00 P.M. ' <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James~W. Lentz <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Weldon C. Madren of the New Gilead <br />United Church of Christ. <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the minutes of March 1, 1982, were approved as written. <br /> Mr. Charles McGinnis, County Manager, reported that he had checked with <br />other local government units regarding the audit firms which had presented <br />a proposal for the 1982-83 audit for Cabarrus County and had determined that <br />all the firms were rated very favorably by people who had used these firms. <br />He recommended that the Board award the annual audit contract for the next <br />fiscal year to Arthur Young & Company which had submitted the lowest <br />proposal. Proposals received were as follows. <br /> <br /> Arthur Young & Company - $10,600 <br /> Cherry, Bekaert & Holland - $14,600 <br /> A. M. Pullen & Company - $16,OO0 <br /> Sherrill & Smith - $17,000 <br /> <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br /> unanimously carried, the Board approved the recommendation of the County <br /> Manager to award the audit contract for 1982-83 to Arthur Young & Company. <br /> Mr. David Roberts, Division Engineer of the Department of Transportation; <br /> Mr. John Burnette, member of the Board of Transportation; and Mr. T. L. <br /> Patterson, District Engineer with the Department of Transportation, were <br /> present to review the proposed 1982-83 Secondary Construction Program for <br /> Cabarrus County. Proposed projects for Cabarrus County included the paving <br /> of Cranford Road (SR 2455), widening of Cruse Road (SR 2444), and paving of <br /> Blue Ridge Street (SR 1857), Dulin Avenue (SR 1376), and Appaloosa LAne <br /> (SR 1223) under the property owners participation program. <br /> The Board discussed the poor condition of Poplar Tent Road and previous <br /> attempts which had been made by the Board to secure the needed improvements <br /> for this road. Mr. David Roberts advised that the Board could allocate all <br /> of the Cabarrus County Secondary Construction funds to make improvements <br /> to portions of Poplar Tent Road each year until the entire length of the road <br /> has been completed. No action was taken by the Board in this matter. <br /> UPON MOTION of Chairman Bonds, seconded by Commissioner Cook and <br /> unanimously carried, the Board deferred action on the proposed 1982-83 <br /> Secondary Road Construction Program until the next meeting so that members <br /> of the Board could ride the roads proposed in the program before making a <br /> decision in this matter. <br /> Ms. Carol Blackwelder, reisident of Moose Lodge Road, complained of <br /> the dust that is created by traffic on that road during ballgames and other <br /> activities at the Moose Lodge facilities. She requested that the Board <br /> take action to alleviate this problem before the summer months. <br /> Chairman Bonds announced that the public hearing scheduled for the <br /> proposed amendments to the Cabarrus County Zoning Ordinance would be moved <br /> from the Commissioners' Meeting Room to the Superior Courtroom to accommodate <br /> the large number of persons present for the hearing. <br /> Chairman Bonds called the public hearing to order at 8:20 P.M. in the <br /> Superior Courtroom and stated that anyone wishing to speak for or against <br /> the proposed amendments to the Zoning Ordinance would be given the opportunity <br /> to do so at this time. He set a two-minute time limit for each presentation. <br /> Mr. W. S. Chandler, Jr., Planning Director, presented each of the <br />proposed amendments which were under consideration at this public hearing <br />along with the response to the amendments as recommended by the Cabarrus <br />County Planning Board. Public input was received by the Board in regards <br />to each proposed amendment prior to Board action on the amendment. <br /> <br />1. Recommended amendment to text to grant vested right privileges on ali <br /> building permits granted prior to 1 - February, 1982 <br /> <br />RESPONSE: Section 15 amended as follows to include the following paragraph. <br /> <br />Individual, companies, or corporate entities now in possession of a valid <br />building permit with the attached notification that the intended use would <br />be contrary to the proposed zoning ordinance and would be deemed to have a <br />vested right and would be allowed to complete the project as per building <br />permit.
