64 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in called <br />session at the County Courthouse in COncord, North Carolina, on Wednesday <br />March 24, 1982, at 7:00 P.M. to consider the job classification and pay <br />plan for County employees. <br /> Present - Chairman: Ralph C. Bonds <br /> Commissioners: J. Harold Nash <br /> Troy R. Cook <br /> James W. Lentz <br /> Kenneth F. Payne <br /> UPON MOTION of Commissioner Cook, seconded by Commissioner Lentz and <br />unanimously carried, the Board moved to consider the Cabarrus County <br />Personnel Ordinance. <br /> Sheriff J. B. Roberts requested that the Board extend the effective <br /> date of mandatory retirement for employees age seventy (70) from the end of the <br /> fiscal year on June 30, 1982 to the end of the calendar year on December 31, <br /> 1982. He stated he was making this request in order that four employees <br /> in his department could remain with the County until the new Sheriff assumes <br /> office in December, 1982. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Lentz and <br /> unanimously carried, the Board amended Article VII, Section 5, of the <br /> Cabarrus County Personnel Ordinance to read as follows. <br /> Ail county personnel shall automatically retire on the last day <br /> of the calendar year in which the employee reaches age seventy <br /> (70). This shall be effective December 31, 1982. <br /> Sheriff J. B. Roberts requested that the Board reevaluate the present <br /> County pay plan, stating that inequities currently exist in the pay plan. <br /> He advised the Board that the recently completed Institute of Government <br /> study concerning the Cabarrus County pay plan failed to make a legitimate <br /> comparison between officers of the Concord Police Department and the Sheriff's <br /> Department. Sheriff Roberts presented charts prepared by Lieutenant Danny <br /> Cagle and Lieutenant Ira Yow showing a comparison of the salary of each <br /> Cabarrus County officer with the salary of each Concord Police Department <br /> officer . He stated that failure of the Board to address the problems <br /> with the current pay pan would result in the inability of the Sheriff's <br /> Department to secure qualified personnel and to maintain present personnel. <br /> In conclusion, Sheriff Roberts stated objection to merit raises and <br /> recommended automatic pay increases for employees. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br /> unanimously carried, the Board moved to go into Executive Session to <br /> consider a personnel matter. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Cook and <br /> unanimously carried, the Board moved to terminate the Executive Session. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Lentz and <br /> unanimously carried, the Board moved to implement the study made by the <br /> Institute of Government and State Personnel concerning reclassifications <br /> for approximately 75 County employees. Employee reclassifications are <br /> to be effective September 1, 1981. <br /> The Board set a meeting for 7:00 P.M. on Tuesday, March 30, 1982, in <br /> the Commissioners' Room at the County Courthouse to consider step <br /> advancements under the present County pay plan. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Payne <br /> and unanimously carried, the meeting was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
